Director of Public Works
The work involves responsibility for planning, directing, and supervising the overall activities of the Department of Public Works which includes the construction and maintenance of streets and sewers, the collection of refuse and the maintenance of city buildings, vehicles and equipment. The work is performed under the general direction of the Mayor with considerable leeway for the use of independent judgment in carrying out the work.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS REQUIRED:
· Thorough knowledge of the principles, practices, materials and equipment used in the construction, maintenance and repair of streets, sidewalks and sewer lines.
· Thorough knowledge of methods, materials and equipment used in snow removal and ice control.
· Ability to plan, direct and supervise the activities of a large work force through a subordinate staff.
· Ability to prepare specifications for equipment and materials.
· Ability to evaluate project requests, workforce performance and staffing needs.
· Ability to prepare the department budget.
· Ability to read and interpret blueprints.
· Ability to maintain records and make oral and written reports.
· Ability to secure the cooperation of others.
· Physical condition commensurate with the demands of the position.
TYPICAL WORK ACTIVITY:
· Plans, directs and supervises the construction, maintenance and repair of the city streets, city sidewalks and sewers and bridges.
· Oversee the collection of refuse.
· Prepares specifications for construction materials and equipment; oversee the repair and maintenance of all equipment.
· Prepares department budget, approves requisitions and monitors expenditures.
· Plans and direct snow removal and ice control.
· Oversees the upkeep of trees, shrubs and property in parks and athletic fields.
· Oversee the installation and maintenance of traffic control devices including signs, painting of streets and crosswalk markings.
· Meet with City Officials and Councilmembers to report on public works projects and plan department programs.
· Review and evaluates requests for public works construction and maintenance jobs from other city departments and management and prioritizes and schedules work.
· Interviews and hires department employees and evaluates performance of overall workforce and staffing needs.
· Maintains a variety of records and makes periodic reports.
MINIMUM QUALIFICATIONS:
(A) Graduation from a regionally accredited or New York State registered college or university with a bachelor’s degree in engineering or closely related field and four years of construction or public works experience, two years of which shall have been in supervisory capacity; OR
(B) Graduation from a regionally accredited or New York State registered college or university with an associate degree in engineering science or closely related field and six years of experience in (A) two years of which shall have been in a supervisory capacity; OR
(C) Graduation from high school and eight years of experience in (A), two years of which shall have been in a supervisory capacity; OR
(D) An equivalent combination of training and experience as defined by the limits of (A), (B) and (C) above.
