Under the general supervision of the Utilities Superintendent locates, marks, and collects data related to City of Golden streetlights, electric and fiber networks. The City of Golden streetlight network asset data collection and mapping will be a priority during the first year of this position. Assists with locating water, sanitary sewer, and storm system assets. Responsible for responding to locate requests from the Utility Notification Center of Colorado (UNCC). Partners with the City of Golden GIS Department mapping and updating existing streetlight asset locations. Performs point and line collection of new assets as needed.

ESSENTIAL DUTIES AND RESPONSIBILITIES 

Use electronic locating equipment and GPS equipment to locate and collect data points related to the City of Golden’s infrastructure, including electric and fiber infrastructure, water distribution system, sanitary sewer, and stormwater collection system. Use tablet device in field for map references, data entry and ticket review and completion.  Mark city assets according to the UNCC color standards with paint, stakes and or whiskers.


Responsible for responding to locate requests from the Utility Notification Center of Colorado (UNCC) using the City of Golden’s OpenGov locate ticket module.


This position requires good customer service skills, strong work ethic and a detail-oriented candidate. Ability to prioritize locate requests and complete them in an efficient manner. Contacting customers by phone and or email to clarify locations and work being done.

Ability to work independently and collaboratively with different departments or contractors to ensure locates are correct and city maps are updated as needed.


Ability to work safely in or around construction sites, traveled roadways and private property.


Ability to interpret engineering drawings and create/markup simple maps in ArcGis is preferred.


Other duties may be assigned.

EDUCATION and/or EXPERIENCE

High School Diploma or GED required. Experience in underground construction techniques preferred. Minimum one year locating experience preferred. GIS experience or GIS certificate preferred. Proficiency or knowledge of use of electronic locating devices, computers and tablets required. Knowledge of basic GIS principles and GPS equipment related to data collection and mapping of assets preferred.


CERTIFICATES, LICENSES, REGISTRATIONS
Valid Colorado driver’s license with good driving record.

LANGUAGE SKILLS
Bilingual in Spanish strongly preferred. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.   Ability to write routine reports and correspondence.  Ability to speak effectively with other employees, contractors, and residents. Ability to communicate effectively with coworkers, contractors and other City departments via phone, email, and memorandums.


MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, & decimals.  


REASONING ABILITY
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.  Ability to deal with problems involving several concrete variables in standardized situations.


CERTIFICATES, LICENSES, REGISTRATIONS
Valid Colorado driver’s license with good driving record.


OTHER SKILLS AND ABILITIES

Knowledge of basic worksite safety and traffic control. Knowledge of underground utility construction related to wet and dry utilities. Understanding of the State of Colorado one call law and the requirements of the city related to that law. Ability to establish and maintain cooperative working relationships with those contacted in the course of work. Flexibility and temperament to adapt to daily workflow changes due to emergency locates or changing work priorities.


Proficient in Microsoft365, including Word, Excel, and Outlook. Ability to prepare memos, spreadsheets, and reports.


MATERIALS & EQUIPMENT DIRECTLY USED
Electronic line locators, tablet, cell phone, computer, truck.


The use of electronic devices such as laptop computers, tablets and smart phones is required daily.

Specific vision abilities required by this job include close vision, color vision, distance vision, peripheral vision, depth perception, and ability to adjust focus.


WORK ENVIRONMENT
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.


While performing the duties of this job, the employee is regularly exposed to outside weather conditions.  The employee is frequently exposed to vehicle traffic, pedestrian traffic.  The employee is occasionally exposed to risk of electrical shock.  The noise level in the work environment is normally moderate.
