ABOUT THE POSITION
The Environmental Services Division of the City's Public Works Department is seeking qualified candidates for its Environmental Services Specialist position. The Environmental Services Specialist works with a team of engaged professionals to further the division's mission to help create a clean, sustainable, and resilient Goleta by providing the community with resources and tools to help enhance water quality, protect watersheds and oceans from pollutants, and sustainably manage materials to achieve Waste Free Goleta.
The ideal candidate for this role will be comfortable with outreach and field work, have education in earth or environmental sciences, engineering or similar field, and possess technical understanding of stormwater and watershed compliance and restoration.
DEFINITION
To develop, implement, coordinate, and monitor environmental services programs in assigned area of emphasis, such as stormwater permit and Clean Water Act compliance, plan review for compliance with Central Coast Post-Construction requirements, creeks and watershed protection, waste reduction, reuse, recycling, and municipal solid waste management, hazardous materials management and response, field and outreach programs, and to perform a variety of technical tasks relative to assigned area of responsibility; performs other related duties as assigned.
CLASS CHARACTERISTICS
The Environmental Services Specialist is the professional journey level classification in this job series. Incumbents are expected to perform the full range of professional and technical level duties with a high degree of independence. Environmental Services Specialist is distinguished from the Environmental Services Coordinator by the latter's broad responsibility of the development and management of environmental and departmental projects and programs.
Examples of Duties
The following duties are typical for positions in this classification. Incumbents may not perform all listed job functions, nor are all listed duties necessarily performed by everyone in this class depending upon business need and changing business practices :
- Support the stormwater plan review program by review of stormwater plans for compliance with Central Coast Post-Construction requirements (PCRs), Resolution R3-2013-0032 (and subsequent resolutions).
Support the Phase II Small Municipal Separate Storm Sewer System (MS4) Program with independent document preparation, research, financial analysis, budgeting and reporting, field inspections, and other requirements from that permit.
Support implementation, coordination, and monitoring of solid waste reduction and management programs, such as edible food recovery, organics reuse and recycling, residential and business recycling and related solid waste diversion efforts and all applicable programs regulated by CalRecycle.
Support and lead volunteer programs and community outreach efforts.
Support and lead field efforts, such as sampling, site inspections, infrastructure inspections, illicit discharge inspections, and all inspections required by the MS4 Permit, PCRs, Construction General Permit (CGP), CalRecycle programs (e.g., AB939 and SB1383).
Provide technical assistance to City departments, developers, residential and business customers and local institutions in developing stormwater and solid waste management programs aimed at reducing waste and diverting waste products from the landfill.
Provide support and lead tasks related to the City's Creeks and Watersheds Management Program (CWMP)
Research trends and practices in other jurisdictions and recommend improvements.
Participate in the development of promotional programs and materials for use in the media to increase public awareness of, and participation in, environmental programs.
Coordinate with regional bodies, such as the California Stormwater Quality Association (CASQA), Santa Barbara County Association of MS4 Managers (SBCAMM), Local Task Force on Solid Waste, the Multi-Jurisdictional Solid Waste Task Group; and the CDBG City Planning Group.
Support and lead administrative tasks, such as preparation of RFPs, proposal preparation, ordinance preparation, staff reports, invoices, procurement and more.
Conduct data analysis for various programs to make recommendations for process or program improvement, or to solve technical or logistical issues.
Support tasks and programs related to other ad-hoc environmental issues, such as hazardous materials management / disposal, cleanup activities, water resources, and more.
Perform related duties and responsibilities as required.

Environmental Conditions
Essential and marginal functions may require maintaining physical condition necessary for sitting, standing or walking for prolonged periods of time; and operating motorized vehicles. Some work will require heavy lifting, dirty conditions, and sorting or cleaning of waste material. Incumbent may alternate wearing office and field clothes.
9 / 80 WORK SCHEDULE : Optional and subject to Department Director approval.
HYBRID WORK SCHEDULE : Subject to approval. Employees must work a minimum of two days in-person, allowing up to three days remote,
HOLIDAYS : 13 fixed holidays (at 8 hours each); one floating holiday (8 hours).
VACATION : Annual vacation leave accrual of 88 hours and up to 176 hours after 15 years of service with a maximum accrual of 352 hours. Pursuant to eligibility requirements, employees may have the option to cash out up to 100 hours per fiscal year.
SICK LEAVE : Sick leave accrual of 12 days (96 hours) per year with no maximum accrual.
BENEFIT PLAN : The City Flexible Benefit Plan provides an allowance for the payment of health, dental, and vision insurance premiums through the City's benefit program, in the following monthly amounts : $1,510 for "employee-only" plans, $1,540 for "employee-plus-one" plans, and $1,550 for "employee-plus-family" plans. Alternatively, participants may receive $1,033.34 for participation in a qualified plan elsewhere.
LIFE INSURANCE : Benefit level equivalent to 1x annual salary to a maximum of $200,000. Premium paid by City.
RETIREMENT PLAN : The City participates in the California Public Employees' Retirement System (PERS) and does not participate in Social Security. New PERS members receive 2% at age 62, average of 3 years' final compensation benefit level and contribute 7.75% of their salary to pension costs. Classic members receive 2% at age 55, single-highest year benefit formula and pay 7.00% of their salary toward pension costs
LONG-TERM DISABILITY : Paid by City.
DEFERRED COMPENSATION PLAN : Employee-paid deferred compensation plan is available. For participation in the City's deferred compensation plan, the City will match up to $25 per pay period.
FLEXIBLE SPENDING ACCOUNT PROGRAMS : Employee-paid Flexible Spending Account Programs for medical and dependent care expenses are available.
COASTAL HOUSING PARTNERSHIP : The City is a member of the Coastal Housing Partnership, which offers home loan assistance and rental reductions.
PAID SUPPLEMENTAL PREGNANCY DISABILITY LEAVE AND SUPPLEMENTAL PAID PARENTAL LEAVE : The City of Goleta will pay the difference between any benefit the employee receives through state SDI or other City-offered group disability insurance plan and 100% of the employee's base salary (not to exceed ten weeks for pregnancy disability and not to exceed six weeks for parental bonding).
TRANSPORTATION DEMAND MANAGEMENT PROGRAM : Through participation in the City's Transportation Demand Management (TDM) program, employees may be eligible to receive a per-diem benefit of $7.50 per day.
