Job Description Summary
This position supports the organization's effort to create a culture of excellence. Specifically, this position oversees the development and implementation of the continuous improvement, enterprise risk management and safety management systems. This position brings a dedicated focus to facilitate change within the culture; enhances organizational efficiency and effectiveness by implementing and overseeing continuous improvement initiatives and works across various departments to foster a culture of innovation and efficiency.
The ideal candidate will possess a Lean Six Sigma Black Belt certification, possess a minimum of five years of experience implementing continuous improvement strategies, and hands on experience with process improvement tools and resources. The ideal candidate will also possess experience aligning process improvement with organizational goals, have experience analyzing data, problem solving skills, strategic thinking skills, experience leading organizational change initiatives, and experience gaining buy-in from stakeholders. The selected candidate will possess the ability to collaborate effectively with cross-functional teams across all levels of an organization, while also demonstrating a passion for driving continuous change and fostering a culture of improvement within the organization.

Essential Functions
This information is intended to be descriptive of the key responsibilities of the position. The following functions do not identify all duties performed by the incumbent. Other duties and responsibilities will be performed as assigned.
- Creates strategies within continuous improvement to integrate culture initiatives aligned with the five realms of wellbeing, the Strategic Plan, and the People Master Plan.
- Works with city leadership to identify and prioritize improvement projects based upon organizational goals.
- Plans, organizes, develops, implements, and provides effective leadership and management of city-wide continuous improvement strategies and initiatives that facilitate the alignment of people processes, technology, vision and strategy.
- Manages committee structure and leads cross-functional teams to identify and analyze process improvement opportunities and build organizational capacity.
- Serves as a subject matter expert and change agent with all staff, coaching and guiding stakeholders and cross-functional team members in adapting to and understanding how to translate continuous improvement tools and methods into practice.
- Researches, manages, analyzes, and presents operational research (i.e., benchmarking assessments, data analysis, policy analysis, time studies, etc.) to assist Departments in defining baseline performance and identifying root causes of problems
- Monitors and reports continuous improvement project performance to ensure sustainability and maintain schedule of initiatives.
- Works closely with departments to analyze policies, practices, systems, procedures, workload standards and organizational structures to identify areas of opportunity and development timeline for focus on improvement.
- Benchmarks other entities for best practices; evaluates findings against current operational processes and makes recommendation for modifications to improve efficiency, effectiveness and customer service.
- Tracks and reports results to the city leadership demonstrating effectiveness of programs, to include efficiency savings, process improvements, and hard / soft costs.
- Creates partnerships with key stakeholders to drive improvements.
- Works with government relations manager to ensure legislative issues regarding workers' compensation and other policy concerns are adequately addressed.
- Plans, organizes, develops, implements and provides effective leadership and management of an organization-wide enterprise risk management system that aligns the organizational risk appetite with citywide strategic plan.
- Plans, organizes, develops, implements and provides effective leadership and management of an organization-wide safety management system that ensures the health and safety of the employees, vendors and citizens. Identifies and addresses issues that affect the overall health of the organization.
- Plans, organizes, directs and evaluates the activities of staff in the areas of enterprise risk management, safety management, claims management, workers' compensation, and DOT compliance
- Prepares and monitors divisional budget.
