Job Description Summary
This position reports to the Engineering Director / City Engineer and is responsible for planning, organizing, directing and evaluating the Transportation, Traffic, Transit and Real Estate related activities in the Engineering Department. Primary functions of this position are to analyze and plan for transportation needs, program future projects in the transportation improvement plan portion of the capital improvement program, coordinate on legislative issues, and prepare Engineering policy options and strategies in support of City initiatives. This includes working extensively with the City of Goodyear Mayor, Council, City Manager's Office, City Engineer, Government Relations, as well as State and Federal Governments, Maricopa Association of Governments, Valley Metro, Maricopa County Department of Transportation, Arizona Department of Transportation, and officials from other cities, towns, and other applicable agencies. This position is responsible for overseeing the city's Transportation Improvement Program within the Capital Improvement Program by evaluating, recommending, and implementing best practices for the administration of the Capital Improvement Program to ensure delivery of on-time and on-budget projects. This individual is responsible for coordinating and development of project scopes, completing planning and construction of transportation projects, and communicating with stakeholders. This position may respond on behalf of the Director of Engineering in her / his absence.
The ideal candidate for this position will have supervisory experience and a minimum of eight years of experience in managing the planning, funding, and construction of transportation related plans and projects. The candidate will have experience working in a collaborative environment with numerous stakeholders (often with competing interests), team-members and departments, to ensure successful and beneficial outcomes, in a fast-paced environment. Essential Functions

- Performs transportation related activities that include development and preparation of transportation projects including funding and programming, writing Council communications, and participating in the public involvement process. Conducts meetings with elected officials, private developers, citizens, as well as federal, state, and regional agencies, and other stakeholders as needed.
- Serves as the city's key person in updating and assuring compliance with the City's Transportation Master Plan and Transportation related Capital Improvement Program (CIP) projects.
- Assists in preparing the Capital Improvement Plan program scopes, budgets, and schedules for transportation projects.
- Studies current transportation systems, analyzing effectiveness, use, deficiencies and needs and reports findings and recommendations.
- Recommends modifications to current plans to improve efficiency, reduce environmental impact, reduce cost, and implement other improvements. Oversees the implementation of proposed changes and developments.
- Conducts research and analyzes traffic and land use data to identify transportation system needs. Evaluates the feasibility and legality of current and proposed transportation infrastructure.
- Participates in regional transportation planning studies including regionally funded projects for the city and submits applications for federal funding. Presents plans to various legislative organizations and groups and negotiates cooperation.
- Coordinates the work of consultants performing transportation planning activities and assists with developing project schedules.
- Submits bids and grants to secure funding for projects.
- Liaison with internal departments, officials, external organizations (including MAG and Valley Metro) and public representatives on transportation planning issues and provides strategic representation in regional multi-modal transportation planning and funding.
- Coordinates with the Government Relations Manager on the involvement of the Mayor, City Council, and city management at regional and local agencies, including the Maricopa Association of Governments (MAG), Valley Metro Regional Public Transportation Agency (RPTA), WESTMARC and various other organizations.
- Assist with the City's legislative program, including developing and implementing the City's transportation related legislative agenda. This includes advocating for the City's interests in coordination with the City's Governmental Relations Manager to the Governor's Office, the State House and Senate, various State Agencies, and surrounding local governments.
- Help to organize the City's participation in organizations including but not limited to the National League of Cities and Arizona League of Cities and Towns to further the City's legislative agenda.
- Devise strategies and provide briefings and presentations to the Mayor, City Council, and city management on federal, local, and regional transportation issues.
- As a subject matter expert, assists in developing schedules, budgets and projections of city transportation projects and programs including a master schedule across multiple funds. Regularly attends the Capital Improvement Program (CIP) meetings in order to monitor transportation projects and update management and staff of scope adjustments, changes, risks and opportunities.
- Gathers and reviews technical information and oversees the preparation of Council reports and memos for city leadership and elected officials. Develops recommendations for City ordinances and City code changes. Develops, negotiates and administers contracts related to programs and services managed and maintained in conjunction with the City Attorney's Office.
- Oversees and participates in the development and administration of the assigned division budget, transportation improvement plan budget, and assists with the department's annual budget; participates and forecasts funds needed for staffing, equipment, materials and supplies; monitors and approves expenditures; and implements budgetary adjustments as appropriate and necessary.
- Reviews engineering reports and discusses technical issues by reading and analyzing reports, researching similar documentation, writing summary reports with recommendations, interpreting technical information, and responding to inquiries.
- Oversees the coordination of projects with staff, consultants, other agencies, and developers. Represents the city on various agency lead projects including, but not limited to, ADOT, MCDOT, and FCMCD. Develops and maintains positive relationships with all outside service agencies, utilities and other project stakeholders while providing professional project and construction management assistance.
- Oversees the work of the Engineering Real Estate Division, which supports all capital project and development-related real estate transactions in the City.
- Demonstrates the ability to identify and implement continuous improvement opportunities, increase efficiencies, decrease turnaround times and streamline workflow including customer service.
- May act on behalf of the Director of Engineering by coordinating department business in the Director of Engineering's absence.
