This position plans, organizes, and directs the activities of construction inspection division including inspections of Capital Improvement Program (CIP) projects within city owned properties, the city’s right-of-way and easements. Conducts training sessions and verifies inspection records for subordinates. Inspects complex or time sensitive construction projects Prepares inspection policies. Prepares monthly inspection reports through compilation of statistical data. Evaluates construction inspectors and conducts plan reviews as required. Interprets MAG and City construction specifications and details, coordinates construction projects, and prepares, monitors, and oversees the budget for the construction inspection division.
The ideal candidate will have a minimum of 10 years of civil inspection experience with five or more years of lead inspector experience within a government agency environment inclusive of all civil construction disciplines within public rights-of-ways and easements, private commercial, industrial and residential land development projects. The ideal candidate will have the ability to fully interpret construction plans and specifications, and ability to ensure compliance associated with these governing documents and industry standards in the areas of grading and drainage, wet and dry utilities, concrete structures and hardscape, concrete and asphalt paving, landscaping, streetlights, traffic signals, and amenities. The ideal candidate is a self-motivated problem solver, able to work independently with accuracy and minimal supervision, and act as a mentor in the technical aspects of civil construction, inspection and materials testing process. - Directs the activities of the inspection of CIP construction projects, streets, bridges, alleys, storm drains, retention basins, water, sewer, effluent water mains, dry utilities, streetlights, landscaping, and irrigation systems. Assists the construction inspectors in resolving code interpretation differences between inspectors, other city staff members, and contractors. Manages staff by interviewing and hiring, coordinating training, conducting performance reviews, establishing achievable goals and monitoring employee's progress, and maintaining personnel records.
- Assigns work areas to construction inspectors. Routinely monitors inspector workloads to adjust inspector assignments as needed to ensure city-wide inspection coverage. Ensures that inspections are performed in accordance with approved plans and city requirements. Ensures that effective coordination is performed by the inspectors between private and city construction projects. Ensures that all complaints and requests for information are handled promptly and properly. Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
- Prepares inspection policies by analyzing current procedures, receiving input from inspectors and other personnel, making recommendations, and monitoring and enforcing newly established procedures.
- Prepares periodic inspection reports by obtaining, compiling, and documenting statistical information from inspectors. Prepares notifications of acceptance of construction. Ensures that construction warranty periods are monitored and that follow-up warranty inspections and repairs are completed in a thorough and timely manner.
- Conducts constructability reviews of plans and specifications as required. Supervises dry utility plan reviews performed by construction inspectors.
- Inspects the construction of complex, high profile, or time sensitive projects. Trains staffs to ensure both existing and newly established procedures are enforced.
- Administers division budget by projecting annual operating costs, preparing budget requests, reviewing and approving purchases, overseeing purchases, and monitoring division expenditures.
- Formal Education/Knowledge: Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with a two year associate's degree, diploma or equivalent from a college, technical, business, vocational, or correspondence school. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.
- Experience: Minimum five years of experience in a related field.
- Certifications and Other Requirements: Valid Driver’s License.
- Reading: Work requires the ability to read code books, blueprints, spec books, memorandums, mail, technical reports, manuals, charts, tables, and plans.
- Math: Work requires the ability to perform general math calculations such as addition, subtraction, multiplication, division, and algebra.
- Writing: Work requires the ability to write memorandums, letters, reports, correction notices, standard operating procedures, notice to comply, agendas, meeting notes, daily route and tracking sheets, and e-mail.

1 Month Objectives
- Schedule enough time with your supervisor to review and understand these performance objectives and the City’s Performance Appraisal Program areas and rating elements.
- Become familiar with the supervisory tools provided to track performance, mentorship, and appraisal of employees. (Threads, Performance Appraisal System, 1:1 tools, etc.)
- Review the City’s Policy and Procedure Manual as it relates to supervisory responsibilities.
- Schedule re-occurring 1:1 meetings with your direct reporting staff.
- Foster a team-oriented environment with a focus on staff development, quality customer service, and continuous improvement.
3 Month Objectives:
- Regularly attend management huddles, department meetings, and city supervisory meetings as requested to become familiar with the City and Department's goals and priorities.
- Establish working professional relationships with all managers and supervisors within the Development Services Department and other departments necessary to coordinate activities with.
- Become familiar with the tools to assist you in gaining the knowledge needed to be successful in the development process. (Subdivision Regulations, development agreements, site plans, final plats, record drawings, Quarter Section Maps, GIS, Acella, project closeout requirements) including various software systems.
- Be efficient in the closeout process for permit projects, to hand off to your supervisor for writing a letter of acceptance.
12 Month Objectives:
- In collaboration with the Development Services Management Team, schedule a minimum 20 hours of direct shadow time with planning, civil plan review and permitting divisions to become more familiar with their duties and process.
- Establish yourself as a lead over private development permits issued for commercial, industrial, and residential construction in the area you are assigned. Work to establish, foster, and support open communication with staff in all divisions within the Development Continuum, Public Works, Parks, and the City Manager’s Office necessary to coordinate construction activities and communications with.
