What are the responsibilities and job description for the Public Safety Telecommunicator, Lead position at City of Grand Forks (ND)?
To supervise, assign and review the work of staff responsible for performing dispatch duties in the Emergency Dispatch Center for a variety of emergency service agencies; to oversee and participate in all work activities; and to perform a variety of technical tasks relative to assigned area of responsibility.Essential Functions:
1. Perform all duties of the 911 Dispatcher as needed.
2. Plan, prioritize, assign, supervise and review the work of staff responsible for providing communication and dispatch services in the Emergency Dispatch center.
3. Supervise the communications between Emergency Dispatch center personnel, field units and the public; perform all the communications duties of a 911 dispatcher.
4. Recommend and assist in the implementation of goals and objectives; implement approved policies and procedures to ensure safety of citizens and public safety responders.
5. Establish schedules and methods for providing emergency dispatch services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.
6. Validate entries by dispatch personnel of stolen property, missing or wanted persons and other important data from the National Crime Information Center.
7. Participate in the selection of Emergency Dispatch center staff; work with employees to correct deficiencies; implement discipline procedures; provide guidance and assistance.
8. Oversee alarm maintenance; assist in ensuring all City alarmed facilities have valid permits.
9. Participate in the development of policies and procedures; monitor work activities to ensure compliance with established policies and procedures; make recommendations for changes and improvements to existing standards and procedures.
10. Participate in the preparation and administration of the Center's budget; submit budget recommendations; monitor expenditures.
11. Prepare analytical and statistical reports on operations and activities and offer technical support to the Director; compile statistics for the 911 Center or user agencies.
12. Remain cognizant for continuity purposes, of purchasing, inventory control, and maintenance of supplies and equipment.
13. Perform administrative duties involving account billing, personnel overtime and compensation.
14. Perform supervisory functions in equipment operation, security, and shift management in the supervisor’s absence; provide input to performance evaluations of communication specialists.
15. Assist with developing, implementing, presenting, scheduling, and tracking training for communications center staff; ensure all certifications remain current.
16. Participate in developing, implementing, and maintaining emergency communication and mapping projects/systems.
17. Participate in developing and maintaining information flow for the transfer of intelligence between agencies to include the Emergency Operations Center; plan for future duties associated with involvement with emergencies or disasters involving coordination with Emergency Management and Homeland Security.
18. Work with command staff, to include the director, supervisor, and training specialist on a collaborative public awareness public relations campaign and training programs for educating citizens and responders about 911, communications, and related department services.
19. Interact with administrators and public safety agencies served to establish priorities in the day-to-day operation of the center.

Education or Training: Equivalent to an Associate’s degree from an accredited college or university with major course work in communications, law enforcement, public safety or a related field.
License or Certificate: Possession of, or ability to obtain, an appropriate, valid emergency medical dispatch certificate. Possession of an appropriate, valid APCO 40hour course certificate. Possession of, an appropriate, valid NCIC license. Possession of a valid driver’s license. Possession of, or ability to obtain, a CPR certification
