Civil Engineer I/II/Senior - WWTP

The City of Grand Island Wastewater Treatment Plant seeks a Civil Engineer. The successful candidate will be placed at either a Civil Engineer I, Civil Engineer II or Senior Civil Engineer classification based on qualifications.  

Civil Engineer I- WWTP 

Participate in evaluating, planning, designing, recommending and coordinating the construction of various wastewater projects such as Wastewater Treatment Facility upgrades, new and rehabilitation of sanitary sewer lift stations, including forcemains, new and rehabilitation of sanitary sewer collection systems and development of assessment sanitary districts and continued growth of the collection system. Perform engineering work in the design, investigation and construction of public works and related projects; perform a variety of technical tasks relative to the public works engineering function; and provide highly complex staff assistance to the Assistant Public Works Director and the Public Works Director/City Engineer.

 

DISTINGUISHING CHARACTERISTICS

This is the entry-level class in the Civil Engineer series for the Public Works Department. This class is distinguished from the Civil Engineer II-Public Works by the performance of the more routine tasks and duties assigned to positions within the series. Since this class is typically used as a training class, employees at this level are not fully aware of the operating procedures and policies of the work unit; they provide only functional and technical supervision to technical and maintenance staff. The Civil Engineer I is intended for staff who have met the educational requirements to become a licensed professional engineer, and have taken the first step toward registration by passing the Fundamentals of Engineering Examination, but that have not completed the experience, testing, and character reviews required for licensure. In accordance with state law, all work performed by the Civil Engineer I level must be under direct supervision of a professional engineer licensed by the State of Nebraska.

Civil Engineer II- WWTP

DISTINGUISHING CHARACTERISTICS
 
This is the professional level class in the Civil Engineer series for the Public Works Department. Incumbents in this class are distinguished from the Civil Engineer I by the performance of the range of duties as assigned including providing limited supervision to assigned personnel and by registration as a Professional Engineer. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level, or when filled from outside, require directly related work experience.  The Civil Engineer II is intended for staff that has obtained a professional engineering license from the State of Nebraska, but has little no experience beyond licensure. This position can operate independently, but may need guidance for many assignments.

Senior Civil Engineer- WWTP  

Participate in evaluating, planning, designing, recommending and coordinating the construction of various wastewater projects such as Wastewater Treatment Facility upgrades, new and rehabilitation of sanitary sewer lift stations, including forcemains, new and rehabilitation of sanitary sewer collection systems and development of assessment sanitary districts and continued growth of the collection system. Perform engineering work in the design, investigation and construction of public works and related projects; perform a variety of technical tasks relative to the public works engineering function; and provide highly complex staff assistance to the Assistant Public Works Director and the Public Works Director/City Engineer.
 
DISTINGUISHING CHARACTERISTICS
 
Supervises personnel activities and performance. Performs a wide variety of work associated with all aspects of design and construction involving Public Works Department systems, buildings, and other infrastructure. This is the advanced professional level class in the Civil Engineer difficult professional engineering work and project management. Employees at this level are assigned more complex work and operate with greater independence than the entry or professional level engineers. Incumbents are expected to complete complex engineering and project assignments requiring the use of judgment and initiative in developing solutions to problems, interpreting general policies, determining work assignments, and supervising assigned staff. Employees at this level are required to be fully trained in all procedures related to the assigned area of responsibility and assume a broader supervisory responsibility than the Civil Engineer I/II.

Civil Engineer I- WWTP

Monitor construction projects for needed field revisions; coordinate various phases of construction projects with contractors; review construction plans, specifications and testing procedures; ensure contractor compliance with City contracts, plans, specifications and standards.

 

Coordinate Public Works engineering activities with those of other departments, divisions and organizations; provide staff assistance to the Assistant Public Works Director; prepare and present staff reports and other necessary correspondence.

 

Direct and organize engineering activities including survey, design, estimation, drafting, specification, mapping and inspection activities.

 

Prepare construction specifications, requests for proposals and quantity and construction estimates for pavement, storm sewer/drainage and other miscellaneous Public Works or other City department's construction projects.

 

Review construction plans prepared by consultants prior to final approval by the Public Works Director; coordinate construction contracts awarded through the Public Works Department; coordinate design changes during construction.

 

May assist in preparing the division or special program budgets; assist in budget implementation; participate in the forecast of additional funds needed for staffing, equipment, materials, and supplies; administer the approved construction budget.

 

Under the direct supervision of a licensed engineer, design complex engineering plans; oversee the preparation of construction plans, legal plats and miscellaneous projects by technical staff; check and proofread plans, plats and other engineering related materials; prepare project cost estimates.

 

Identify opportunities for improving service delivery methods and procedures; review with appropriate management staff; implement improvement. Recommend goals and objectives; assist in the development of policies and procedures.

 

Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of engineering.

 

Perform research regarding special projects.

 

Perform related duties as assigned.

Training:

A Bachelor's degree from an accredited college or university and recognized by the Nebraska Board of Engineers and Architects as acceptable for licensure as a professional engineer in Engineering is required.

License or Certification:

Completion of the Fundamentals of Engineering Examination and possession of an Engineer Intern certificate from the State of Nebraska within 6 months of hire.

Four years of increasingly responsible experience in government engineering or closely related field; one year of lead supervisory experience is preferred.

A Bachelor's degree from an accredited college or university and recognized by the Nebraska Board of Engineers and Architects as acceptable for licensure as a professional engineer in Engineering is required.

License or Certification:

Six years of increasingly responsible experience in government engineering or a closely related field; two years of which must be post licensure as required below.
 
Two years of supervisory experience is preferred.

A Bachelor's degree from an accredited college or university and recognized by the Nebraska Board of Engineers and Architects as acceptable for licensure as a professional engineer in Engineering is required.
 
License/Certification/Registrations Required:
