The purpose of this position is to assist the City's Engineering Capital Improvements Project team. This is accomplished by managing the design and construction of capital projects which include water, wastewater, stormwater, and paving improvements. Duties include but not limited to supervising the engineering staff, collaboration with consultants from project scoping through the design, bid and construction phases while coordinating with city staff, engaging with outside agencies, and positive interactions with the general public. All essential job functions listed below are required for this position.
- Supervises personnel by observing and monitoring work tasks; scheduling work assignments; evaluating work performance; providing input on performance evaluation and providing input on hire and disciplinary actions.
- Designs plans by preparing engineering plans and specifications for public works projects; researching; completing field investigations, engineering computations and an economical feasibility analysis.
- Manages projects by reviewing the engineering plans of public works projects; preparing bid proposals; reviewing and approving change orders and shop drawings and conducting periodic meetings with contractors and franchise utilities.
- Estimates costs by preparing cost estimates and economic feasibilities of municipal capital improvement projects based on field investigations and research and identifying cost components of projects for budget requirements.
- Administers contracts by preparing city council communications including fiscal impact summaries and ordinances; preparing consultant's contracts; reviewing bonds and insurance for construction contracts and reviewing and approving monthly invoices of construction and consultant contracts.
- All other duties as assigned by a supervisor/manager within your department/division.
- Education: Work requires specialized knowledge in a professional or technical field. Work requires professional level of knowledge of a discipline equivalent to that which is acquired in a Master’s degree-level of study, P.E., Legal degree, CPA, etc.
- Experience: Over five years.
- Licenses: Valid Texas Class C Driver's License.
- Certifications Required: Professional Engineer's State License
Salary : $89,847 - $139,740
