Nature of Work
The purpose of this job is to manage multiple projects including quality assurance, timely completion, efficient integration, project budgets and administration of the various stages of projects including the design and construction processes. Responsible for project delivery from beginning to end regarding scope, schedule and budget. Oversees consultants for facility and utility construction projects from developing scope, managing design phase through construction phase.
ESSENTIAL DUTIES & RESPONSIBILITIES

- Supervises the work of assigned personnel; participates in hiring, training and disciplinary actions; delegates work assignments; conducts performance evaluations
- Facilitates meetings as necessary to communicate the project requirements of both design and construction engineering services provided by the department; provides assistance with the development of project agreements and proposals as needed
- Establishes a quality plan for each project and develops a project budget; develops a process to monitor and evaluate the financial metrics for projects; assists with implementation of the evaluation tool during the course of project work to ensure requirements will be met upon project completion
- Coordinates and manages the project bidding and negotiation process
- Monitors project schedules and budgets; makes recommendations for corrective steps to address issues; assists with resolving problems which may adversely affect either a project schedule or budget goal as they arise
- Assists with the coordination of research and the collection of all data pertinent to projects, including surveys, codes, soil reports and other required information
- Provides assistance in coordinating the development of schematics, design development, final design and construction documents for projects
- Completes and maintains all project documentation for records
- Responds to citizen and commissioner requests and complaints; attends Public Information Meetings
- Performs related work as required
Minimum Training and Experience
Required Education and Experience
- Bachelor's degree in civil engineering, construction management or a related field
--AND--
- At least three (3) to five (5) years of civil engineering design, project management, construction management/inspection experience
--OR--
- Any equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities
Salary : $80,819 - $103,180
