This is advanced professional work evaluating, negotiating, and facilitating economic development activities with a specific focus on implementation of the City Brownfield Redevelopment Authority’s programs, including the newly established Housing Tax Increment Financing (HTIF) component. The work generally includes a variety of project management activities working with both internal and external stakeholders and project applicants. The position requires providing guidance and assistance to businesses, developers, investors, lenders, property owners and citizens regarding development and redevelopment projects. The work is performed under the managerial direction of the Economic Development Director. The work may include providing guidance and direction to less experienced staff.

- Lead the review of applications under various economic development incentive programs and facilitate approvals including preparing communications and making presentations to various public boards and stakeholder groups.
- Participates in economic development planning with community planning agencies and organizations at the local, state, and federal levels.
- Manages and guides economic development programs or special project development, including financial planning negotiations with developers
- Identifies and evaluates grant opportunities, prepares applications and administers grants, with support from other staff and guidance from the Department Director.
- Provides technical assistance, analysis, and policy recommendations on a variety of housing programs for both market-rate and/or low- and moderate-income housing; provides advice and recommendations on a variety of financing, tax incentives, grants, commercial loans and the like.
- Represents the City to businesses and other governmental agencies and organizations with regard to economic development.
- Promotes involvement and commitments from lending institutions for commercial and industrial redevelopment financing.
- Prepares and writes performance and grant reports for federal and state agencies, manages or maintains data in a variety of systems to ensure programmatic and departmental integrity.
- Makes presentations and provides information regarding economic development to community, business, financial and other organizations; explains federal, state, and local laws, policies, rules and regulations pertaining to economic development.
- Prepares a variety of correspondence and reports related to the work and presents publicly; assists with special projects; maintains records and statistics; attends a variety of internal and external meetings related to the work.
- Guides and directs the work of other economic development professionals.
- Prepares and administers complex project budgets, develops procedures, protocols and standards.
- Participates in the preparation and administration of one or more departmental budget.
- Develops program and policy proposals for departmental review and for consideration and approval of various boards and commissions.
- Provides staff leadership to various economic development boards and commissions.
- Performs ombudsperson functions for businesses, developers, and property owners on economic development matters, and collaborates with other city departments.
- Performs other related duties as assigned.
- Possession of a bachelor's degree in business or public administration, urban planning, or related field
- Five years of professional experience related to economic development. Real Estate Development will also be considered.
- Any equivalent combination of training and experience.
- Master's degree
- Principles, theories, and practices of economic and real estate development.
- Local, state, and federal laws, policies, rules, regulations, and standards pertaining to economic development with particular focus on the Brownfield Redevelopment Finance Act, Public Act 381 of 1996.
- Local and community agencies and groups involved in economic and real estate development activities.
- Communicate complex ideas effectively, both orally and in writing, to business and local community groups and agencies.
- Analyze difficult and complex issues and make recommendations for proper actions.
- Establish and maintain effective working relationships with other employees, representatives from governmental and community agencies, businesses, financial institutions, and the general public.

Salary : $90,045 - $114,930
