What are the responsibilities and job description for the Financial Analyst - Finance position at City of Grandview, MO?
POSITION SUMMARY
The purpose of positions in this classification is to perform routine financial analysis and accounting duties including preparing, processing monitoring and maintaining financial records for accounts payable and accounts receivable. Also assists with preparation of annual budget and capital improvements program (CIP). In addition, this position will be responsible for assisting business license and property tax areas. The work is performed under the supervision of the Senior Accountant.
Job Responsibilities (Include, but not limited to)
- Conducts financial analysis of current and proposed projects
- Provides information for departmental projects or non-departmental special projects
- Prepares statistical information and financial analysis, work papers, various reports for State, Federal, and other agencies, as well as for internal accounting purposes
- Acts as Grant Administrator Liaison for the City. Monitors grant contracts, expenditures, revenues and outstanding reimbursements to complete Schedule of Expenditures of Federal Awards (SEFA)
- Assists with annual budget and budget amendments. Updates departmental budget documents and participates in budget meetings. Post and reconcile budget. Prepares budget document for submittal to Government Finance Officers Association Distinguished Budget Award program
- Assist with annual capital improvements plan (CIP)
- Assists with preparation of Popular Annual Financial Report (PAFR) and submittal to Government Finance Officers Association
- Assists with ambulance billing reconciliation on a monthly basis and processes annual Ground Emergency Medical Transport (GEMT) reports and other reports as needed by insurance companies
- May process tax billing statements, adjusts tax bills and writes waivers for property taxes
- May assist on sewer delinquencies, City collection activities, and City attorney
- May maintain and balance cash box or petty cash account. Resolves collection discrepancies
Minimum Qualifications
- Bachelor’s Degree from an accredited college or university with major work in accounting, finance, government or a closely related field
- Must be proficient in utilizing word processing, spreadsheet, and data base software programs
- Must possess strong interpersonal skills while working with a diverse population; have a proven ability to perform basic data analysis; and strong knowledge of personal computers
- Must successfully pass a background and reference checks
Preferred
- Public sector finance experience
- One year of experience in fund accounting or prior analyst experience
Physical Demands & Work Environment
Mobility to work in a standard office environment, use standard office equipment and attend off-site meetings. Sit at a desk for long periods of time; intermittently walk, stand, bend, squat, twist, and reach while performing office duties. Manual dexterity to use standard office equipment and supplies. Vision to read handwritten and printed material and a computer screen; hearing and speech to communicate in person and by telephone; ability to lift and carry items weighing up to 25 pounds such as files, manuals, or equipment.
Pay & Benefits
$20.24 - $27.15 hourly, depending on qualifications.
