Job Summary

Responsible for the management of the annual operating and capital budgets which encompasses budget planning, preparation, implementation, control, analysis and documentation. Also responsible for performing financial, economic, and cost-benefit analysis, forecasting, trend analysis, and contingency planning.

Essential Functions

1. Provides for the operational analysis relating to the preparation, presentation, implementation and monitoring of the annual budget. Performs periodic performance analysis related to the execution of the City's annual operating budget.

2. Coordinates the preparation, presentation and oversight of the annual and long-range capital improvement plan budgets. Establishes close working relationships with Department Heads and key departmental personnel for the efficient development and submittal of budget proposals.

3. Provides analysis and evaluation of the fiscal impact of major budget proposals.

4. Performs economic, statistical, and trend analysis of key revenue streams and expenditures. Prepares monthly status reports which encompasses data gathered from local, state, and federal databases and performs trend analysis for forecasting purposes.

5. Responsible for the coordination, processing, and monitoring of all budget amendments and transfers.

6. Responsible for compilation and production of annual budget documents and capital improvement plans.

7. Serves as point of contact for budget and financial inquiries submitted through the City website, via telephone, interlocal government surveys, and media requests. Ensures that all mandated financial information is accurate and available to the citizens and public.

8. Ensures budget adherence to organizational and management practices through review, approval, modification, or rejection of requests for non-budgeted expenses, purchasing requisitions and agenda memos.

9. Ensures the effective and timely communication of budget data and current operating status to the City Manager, City Council, Department Heads and citizens.

10. Performs related duties as directed when such duties are a logical and appropriate assignment to the position.

11. Regular and timely attendance are required for this position.

12. Interacts professionally and respectfully with the public, coworkers, and others in the course of daily work.

  • Ability to plan, organize, and coordinate diverse efforts and to develop realistic priorities for budget management and development and to communicate clearly and persuasively.
  • Ability to establish and maintain effective working relationships with various City departments.
  • Ability to prepare, present, and explain complex financial and economic information to wide audiences which may include public officials, state, local, or federal colleagues and the general public.

EDUCATION, EXPERIENCE AND OTHER REQUIREMENTS

Requires Bachelor's degree in public administration, finance, accounting, or a related field plus four years of experience in municipal budgeting or finance or an equivalent combination of education, training, and / or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the job.

Experience with OpenGov budgeting and planning is desirable.

Must pass a Federal / National criminal background check and credit check.

Must have a valid Texas driver's license with an acceptable driving record as defined by City policy.

Must pass a pre-employment drug screen.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. This job requires the ability to work in an office environment where the noise level is usually moderate.
