What are the responsibilities and job description for the Accounting Manager position at City of Grapevine?
Manages a variety of work assignments that cover general administration, revenues and expenditure analysis, and advanced accounting work. Activities require resolving complex financial issues, application of principles and procedures governing municipal accounting, interpreting and explaining City policies and procedures, preparing clear and concise statistical and financial reports and other activities that affect the financial position of the City.1. Manages assigned general accounting functions and ensures compliance with GAAP accounting standards for State and Local government accounting to ensure compliance with Federal, State, and City of Grapevine policies and laws. Encompasses various accounting functions including: Payroll, Accounts Receivable, Billing and Collection, Accounts Payable processing, Capital Asset Management, Accounting for Special Projects, and other accounting functions as required.
2. Manages and supervises subordinates, including selection, mentoring, training, evaluation, discipline, and delegation of general accounting work assignments.
3. Reviews ledgers, registers, journals, receipts, logs, and related financial record keeping documents.
4. Ensures compliance with established accounting standards and procedures; makes corrections, adjustments, and balances funds.
5. Oversees and participates in professional accounting activities including general ledger reconciliations, financial reporting and auditing; reviews and analyzes various records and reports; responds to inquiries or complaints.
6. Interprets, implements, and monitors industry standards, Local, State, and Federal requirements including current City ordinances.
7. Researches and analyzes complex business transactions or problems and finds solutions that resolve the issue; ensures compliance through research and education of related ordinances unique to the City of Grapevine.
8. Assists in the annual planning, preparation and completion of the City's financial statements and single audit reports; provides assistance to external auditors, grant agencies and others in support of the annual and special audits; prepares responses to audit findings and resolutions regarding area of assignment.
9. Serves as the liaison with City departments; provides assistance to City staff in matters related to financial accounting; works on special projects and conducts in-depth research as requested to assist department heads.
10. Administers contracts or grants and prepares required financial reports; reviews and analyzes contract/grant activity to ensure proper accounting and documentation in the records of the City of Grapevine; makes necessary changes and improvements for reporting purposes.
11. May support LASERFICHE projects and maintenance for Fiscal Services Department.
12. Performs related duties as directed when such duties are a logical and appropriate assignment to the position.
13. Regular and timely attendance are required for this position.
14. Interacts professionally and respectfully with the public, coworkers and others in the course of daily work.
Requires a Bachelor’s degree from an accredited college or university with major course work in accounting or finance with a minimum of six semester hours in accounting and four years of increasing and responsible experience in bookkeeping or accounting work or an equivalent combination of education, training, and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the job.
Position requires knowledge of accounting principles and practices, financial analysis techniques, bank and cash management procedures and budgetary policies and practices.
Possession of MBA and/or CPA is preferred.
Experience in a municipal government environment is preferred.
Experience and knowledge of LASERFICHE preferred.
Previous supervisory experience is preferred.
Must pass a Federal/National criminal background check and credit check. Must have a valid Texas driver's license with an acceptable driving record as defined by City policy.
Must pass a pre-employment drug screen.
