Job Summary:
The City of Greeley is seeking an Application Administrator II to join our Information Technology (IT) Department. The Application Administrator will report directly to the Application Services Manager and will support enterprise applications used by the organization. The successful Administrator II will analyze business and other information systems’ problems to implement and improve system applications by focusing on user requirements and procedures. They will identify and work through ways to automate or improve existing systems and review computer system capabilities, workflows, and software limitations by collaborating with other IT Divisions to support this effort.
Experience, Knowledge, Skills:
Minimum Requirements
- Bachelor's degree gained through a four-year college / university academic program or specialized technical training of equivalent length.
- Detailed knowledge of application code, database design, web network and server architecture, and security are required in order for web applications to be accessible, usable, and secure.
- One (1) to two (2) years of experience using certain programs, databases, applications, or on-the-job experience
OR
- Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job,
AND
- Possession of a valid driver’s license.
Preferred
- Previous experience working in the public sector or for a municipality preferred
- One (1) to two (2) years of experience with utility billing and/or CIS applications preferred.

- Knowledge of the business and organizational structure of Colorado municipalities.
- Knowledge of information technology service management (ITSM) principles and best practices.

- Ability to write and maintain applications using HTML, CSS, JavaScript, and C#.
- Detailed understanding of database design Web Servers - LEMP (Linux, Nginx, MySQL, PHP) stack and Windows IIS Jira for task management and service desk operations.
Essential Functions:
- Supports and manages enterprise software solutions for the organization. This includes
- troubleshooting, vendor management, technical training, configuration, security and supporting
- users.
- Understands code, provides tests, and maintains custom applications in order to meet specific
- business needs. This includes designing and creating the underlying databases as well as writing the application code needed for users to access data.
- Works directly with departments to determine business processes that can be enhanced through applications or if the department should utilize or procure existing applications.
- Manages the tasks, communication, and project timelines related to the management or creation of applications.
- Updates, configures, maintains, and troubleshoots on-premises vendor applications which are accessed via web browser.
- Provides training to departments when needed.
- Provides guidance on appropriate usage of applications according to best practices and City core values.
- Configuration and management of on-premises and virtual servers used for application support.
- Proxy management, configuration, and management of external DNS; SSL procurement, installation, and management
- Diagnoses and resolves complex application and database errors in order to maintain performance and usability of applications. Provides support after hours for critical application issues.
- Administers enterprise applications. Maintains the applications and identifies enhancements as needed. Works directly with the Information Technology department to understand business processes and uses that information to implement workflows, data collection, and reporting within the system.
- Provides training to Information Technology staff related to the use of these applications. These may include but are not limited to Cityworks, Laserfiche, RecTrac, Oracle, Community Development, FullCourt, M365 Suite, and LegalFiles.
- Provides guidance on the use of enterprise applications and business processes - verbally and written.
- Discusses projects, coordinates staff and supports the implementation of new software.
- Gathers information from a variety of sources - logs, technical manuals, security alerts, users and utilizes that information in order to plan and implement courses of action that maintain the overall goal of keeping the application environment functioning and secure.
- This position is also given specific related business ideas or goals and is responsible for determining the best solution based on budget, timeframes, and available resources.
- Performs other duties as assigned.

Travel: Approximately 10% flexible, local travel required.

Physical Requirements

- Primarily sedentary, may occasionally lift and carry light objects up to 50 pounds.
- Walking and/or standing as needed and minimal.

- Duties include extended periods of sitting at computer stations with frequent visits to other office locations.
