Salary Range:   $181,300 - $262,900 Annually

Hiring Range:   $181,300 - $223,441 Annually

Job Summary:

The position manages, oversees, and facilitates the direction of multiple departments through subordinate department directors to ensure completion of performance and adherence to City policies and procedures, objectives established by the City Manager, compliance with operating and capital budgets, and resolution of employee grievance issues.

Experience, Knowledge, Skills:

Minimum Requirements

  • Bachelor’s degree from an accredited college or university in Public Administration or a closely related field.
  • Five (5) years of public or private sector- senior level management experience as a Department Director, Assistant City Manager, Deputy City Manager or City/County Manager of a comparably sized community or organization.

OR                        

  • Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job.

AND

  • Possession of a valid driver’s license.

Preferred

  • Master’s degree in Public or Business Administration, or equivalent experience in the field. 
  • Eight (8) or more years of public or private sector- senior level management experience as a department director, Assistant City Manager, Deputy City Manager or City/County Manager of a comparably sized community or organization.

Travel:  

  • Approximately 25%  travel is required.

Essential Functions:

  • Supports, manages, and ensures the performance of multiple departments by evaluating subordinate department directors, facilitating progress in completion of long-range strategic plans, and management of operating and capital budgets.
  • Oversees and manages the activities of subordinate department directors to achieve the performance objectives outlined by the City Manager; coordinates and collaborates with other Assistant City Managers, Chiefs, Deputy City Managers, and the City Attorney to achieve goals and directives.
  • Develops and interprets broad policy guidelines to achieve performance objectives defined by the City Manager and reduce City liability by implementing policy developed in consultation with the City Attorney in response to Federal and State mandates.
  • Manages and coordinates the City's response to service requests from City Council Members, citizens, outside organizations, or other parties to provide quality service to clients.
  • Supports, coordinates, and facilitates the preparation of subordinate departmental budgets to ensure accommodation and funding of performance objectives defined by the City Manager.
  • Represents the City before various professional, citizen, business, and other groups to promote the City and respond to the interests of these groups.
  • Cultivates, coordinates, and facilitates cooperative partnerships with outside public and private organizations to access resources and improve the efficiency of service delivery.
  • Coordinates needs assessment and service delivery programs with other organizations to integrate and optimize programs; coordinates reinvestment strategies, low income loans, regional planning, or crime prevention.
  • Performs other duties as assigned.

Work Environment and Physical Requirements:

Work Environment

  • Work is primarily performed in an office environment.
  • The City of Greeley has established a formal telework policy that allows eligible positions, in coordination with their Departments' management team, an opportunity to incorporate a component of remote work into their working schedule. This position will be eligible for consideration under the City's telework policy in the State of Colorado.

Physical Requirements

  • While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear.
  • The employee is occasionally required to stand.
  • The employee must occasionally lift and/or move up to 10 pounds.
  • Specific vision abilities required by this job include close vision, peripheral vision, depth perception, and ability to adjust focus.
  • Vision enough to read computer keyboards, reference books and other written documents.
  • Communication skills sufficient to convey information to the public via telephone and in person. 
  • Manual dexterity sufficient to accurately input, retrieve and verify work assignments.
