Job Summary:

As a member of the Fire Chief’s Executive Team, Deputy Fire Chiefs are responsible for supervising one, or more, of the major divisions of the fire department. Deputy Chiefs assist the Fire Chief in planning, organizing, and coordinating all programs, functions, and activities of the Fire Department to fulfill emergency management, fire prevention, fire hazard suppression, emergency medical, training, fire code enforcement, and preservation of life and property requirements of the City. Deputy Chiefs are directly involved in all aspects of departmental management including the development of policies and procedures necessary in achieving departmental goals and objectives. Deputy Chiefs assist the Fire Chief by providing leadership on an organization-wide and community basis to ensure that public services are provided in alignment with the City's strategic objectives.

This includes evaluating personnel and program performance and preparing and administering the department budget.

Deputy Chiefs report to the Fire Chief and may be rotated at the discretion of the Fire Chief.

Deputy Chief of Operations

  • Manages daily operations of the Greeley Fire Department and ensures Department discipline.
  • Provides leadership and management oversight of Shift Battalion Chiefs including station operations, fire suppression, emergency medical services, training, emergency preparedness, and a variety of support services.
  • Assures consistency of training, management of emergencies, and adherence to policies, procedures, and nationally recognized standards.
  • Assures that emergency response personnel are ready and prepared for duty, are adequately trained and equipped, and are held accountable for duties and responsibilities assigned.

Deputy Chief of Administration

  • Manages and oversees the development and administration of the department budget and forecasting.
  • Provides leadership and management oversight of Department’s Community Safety Division, including preparation, updating and enforcement of City fire codes and ordinances.
  • Assists in managing GFD strategic planning activities and community needs assessments; leads towards the development of Department goals; and assures goals are met and performance issues are addressed.
  • Drafts, compiles, reviews, and analyzes Department response data, workload trends, and accreditation data.
  • Oversight of department policy and procedures.

Experience, Knowledge, Skills:

Minimum Requirements

  • Bachelors degree gained through a four-year college/university academic program or specialized technical training of equivalent length.
  • Bachelor’s degree from an accredited college or university with major course work in fire science, fire administration, public administration, business, or a related field.
  • Five (5) years of extensive and progressively responsible fire service management experience, including three (3) years at the Battalion Chief level, or higher, in a similar and like sized department.
  • Current Basic Life Support Provider, Emergency Medical Technician-Basic or Paramedic certification or ability to obtain within 6 months of hire.
  • IFSAC or ProBoard Fire Officer 1, or above, or Chief Fire Officer Designation through the Center for Public Safety Excellence.
  • NIMS 100, 200, 300, 400, 700, and 800 certifications through the Federal Emergency Management Agency.
  • Must possess and maintain a valid State of Colorado driver’s license with an acceptable driving record.

OR      

  • Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job.

Preferred

  • Current enrollment or previous completion of the Executive Fire Officer curriculum at the National Fire Academy (NFA)
  • Demonstrated work experience in an accredited fire service organization
  • Blue Card Incident Management certification
  • Hazardous Materials Operations certification

Essential Functions:

  • Provides administrative and management support to the Fire Chief
  • Acts on behalf of Fire Chief during absence of the Fire Chief
  • Ensures compliance to City policies, state and federal laws, regulations, and mandates.
  • Manages and responds to citizen complaints.
  • Evaluates emergency operations and response reports, analyzes operational trends, and develops recommendations for process improvements, service delivery methods, and resource allocation. 
  • Represents the fire department and the city in attaining departmental objectives.
  • Champions the values of the organization through example and accountability.
  • Serves as department head during periods of absence of the Fire Chief and as an on-call Duty Officer on a regular basis.
  • Performs a wide range of administrative tasks involving staff studies, project management and long range planning.
  • Analyzes organization and community needs, analyzes trends, reviews statistic and opportunities and communicates information to the Fire Chief.
  • Develops and administers divisional budgets.
  • Develops, implements and reviews divisional policies and procedures.
  • Supervises division and battalion supervisors and reviews performance data for employees under direct and indirect line of supervision.
  • Manages Emergency Response – may assume overall management of emergency resources throughout the City or may assume command of large scale incidents.
  • The position requires a wide range of knowledge and leadership skills to maintain safe and efficient operations to all emergency and non-emergency events in the City of Greeley.
  • Manages human resource infrastructure, staffing & hiring plans, position alignment, and succession planning. 
  • Performs complex administrative, analytical, and professional tasks to manage, plan, coordinate, implement and monitor assigned functional areas. 
  • Manages and/or participates in the design and implementation of special programs or projects.
  • Represents the department at public events in addition to being primary points of contact for questions regarding the operations of their assigned division. 
  • Delegates daily contact with the news media to the public information officer or to a Shift Battalion Chief. 
  • Speaks with the media if there were detailed questions about division operations or during a major incident if assigned by the Fire Chief.
  • Represents the department at numerous meetings and through various boards and commissions. 
  • Meets regularly with department middle managers to facilitate the operation of their assigned divisions. 
  • Meets with the Fire Chief routinely to discuss ongoing projects and operational issues. 
  • Passes information up to the department head and also facilitates the dissemination of information from the Chief to the rest of the department staff. 
  • Meets regularly with department heads and managers from other city departments when working on joint projects or initiatives or when dealing with personnel and budgetary issues. 
  • Fills in for the Fire Chief when he/she is unavailable to attend routine department head meetings, city council meetings, or other high-level meetings dealing with specific issues. 
  • Deputy Chiefs regularly interact with line level employees to check morale and to determine resource needs. Generally speaking, if there is an employee issue the Deputy Chief will involve the employees’ Battalion Chief in the discussion.
  • Collaboration with other City of Greeley Departments, local, regional and national fire departments, contractors, labor group, etc.
  • Creates and implements broad policies and specific objectives in line with organizational policy, general directives, overall goals and objectives.

Physical Requirements:

  • While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear.
  • The employee is occasionally required to stand.
  • The employee must occasionally lift and/or move up to 50 pounds.
  • The employee must be capable of donning Structural Firefighting PPE
  • Specific vision abilities required by this job include close vision, peripheral vision, depth perception, and ability to adjust focus.
  • Vision enough to read computer keyboards, reference books and other written documents. 
  • Communication skills sufficient to convey information to the public via telephone and in person. 
  • Manual dexterity sufficient to accurately input, retrieve and verify work assignments.
