JOB SUMMARY:


The Deputy Director of Risk and Safety will play a key role in modeling leadership and strategic planning in the implementation of a culture of safety. This role will be responsible for citywide programs that minimize risk, improve safety and ensure compliant documentation including policies and procedures for all safety and risk related activities and programs.  This role supervises a team of administrative and programmatic employees.

 

EXPERIENCE, KNOWLEDGE AND SKILLS:
Minimum Requirements


•    Bachelor’s degree in Human Resources, Organizational Development, public safety, criminal justice or related field.
•    A minimum of 6 years’ experience working with and administering risk and safety programs in a government organization
•    Two or more years of supervisory experience
•    Proven success implementing complex programs across multiple departments/divisions
OR

Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job,

AND

Possession of a valid driver’s license.

PREFERRED:
•    10 or more years of experience working in public safety or governmental risk and safety management
•    Five or more years supervising a team
•    Possession of professional certification(s) including but not limited to: IPMA-CP, SPHR, PHR, SHRM-CP, SHRM-SCP
•    Bilingual Spanish/English

KNOWLEDGE, SKILLS and ABILITY:
•    Ability to conduct objective investigations of grievances and complaints and to thoroughly document all investigative activities
•    Ability to maintain confidentiality and objectivity and handle sensitive situations with tact and diplomacy.
•    Ability to establish and maintain effective working relationships with employees, citizens, and third-party vendors
•    Ability to make effective written and verbal presentations, telling compelling stories utilizing data and images to persuade others to take the desired action
•    Ability to deal effectively with regulatory agencies, read and interpret regulations, laws and other policy and procedure documents and apply what you know to ongoing          operations
•    Strong understanding of Federal and State Insurance Programs (Self-insurance, Workers’ Compensation, etc.)
•    Knowledge of Tort Liability, CORA, Municipal Code, and Municipal Charter, Environmental Health and Safety Practices
•    Ability to create and implement training on a variety of subject matters and to adjust delivery of training and training materials to classroom situation including types of l        learners, special needs, and pace according to depth of subject and participant level
•    Ability to perceive political relationships within the organization or with customers and demonstrate sensitivity to situations or language while integrating that knowledge        in approaching problems and resolving conflict
•    Ability to use initiative to take empowered action to solve routine problems within policy guidelines and seeks creative solutions for non-routine challenges; effectively            handle several problems or tasks and remains calm in stressful situations
•    Ability to assess a situation, remain calm, contemplate multiple potential resolutions, collaborate and work to resolve an issue in a systematic, step-by-step way; thinks              about the chain of events that led to a problem; waits for all the information before evaluating options; thinks through a problem before offering a solution; uses past             experiences to quickly evaluate situations where information may be incomplete or unclear
•    Ability to work in stressful, fast-paced environment and effectively leverage employee relations situations or meet project deadlines
•    Ability to handle multiple and parallel projects and to follow through on assignments
•    Strong technical skills including the use of a personal computer including Microsoft Office programs and other software programs
•    Ability to be open, approachable, instill trust, work collaboratively in a team environment; be action oriented; exercise good judgment; treat others with respect; and hold        staff accountable.
•    Ability and desire to assess complex safety and risk related culture and build a program or programs with multiple facets, to move with a sense of urgency to drive cultural      change related to risk and safety


TRAVEL:
Approximately 25% flexible, local travel with occasional regional or out-of-state travel.


ESSENTIAL FUNCTIONS:
•    Serves as key contributor, a partner, and a leader in an organization transforming to serve one of the fastest growing communities in the United States.
•    Models leadership and strategic planning in the implementation of organizational development, department programs, functions and activities to ensure alignment with          City goals. With the support of cross-functional collaborators, will continue its transformation into one that serves as a strategic partner to the City Manager and                        departments to meet City and Council objectives as they relate to employees, culture, productivity and being an employer of choice.
•    Receives day-to-day supervision and guidance from the Human Capital Officer and shares responsibility for the management of three of the Department’s Risk and Safety      team
•    Ensures compliance with federal, state, and local safety laws, regulations, codes, and rules.
•    Reviews safety training and recommends revisions, improvements, and updates. Create content and training programs from scratch and trains trainers as well as delivering      training.
•    Assists the Risk and Safety Business Partners in the review of accident and incident reports, Executive Leadership presentations, and collaboration with key stakeholders            throughout the City.
•    Serves as a liaison to City legal staff to discuss and review workers' compensation claims, risk and safety incidents, and other critical incidents
•    Facilitates processing of litigation as well as assists in development of education and facilitation programs.
•    Researches and stays abreast of current developments, amendments, and interpretational changes in laws affecting risk and safety, workers' compensation, insurance;              educates and trains staff accordingly; makes recommendations for changes to policies and procedures to ensure compliance with new developments.
•    Makes recommendations to leadership resulting from investigations.
•    Recommends and coordinates outside investigators when needed.
•    Creates a high-performance, safety-oriented culture, and develops a solution-based, customer service focused department.
•    Administers ADA grievance procedures including investigating and resolving concerns and/or complaints from employees and citizens.
•    Makes recommendations regarding budget expenditures related to the City's employee relations office.
•    Models ethical behavior, emotional intelligence, and a strong work ethic, ensuring fair and equitable treatment of employees within the department and across the                  organization.

WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS:


Work Environment
•    Frequent contact with employees and the public in person, through digital means including virtual meetings and telephone conversations
•    Desk / office duties in typical office environment
•    Transportation from one location to another using City vehicles to visit employees, inspect work sites, evaluate incidents and more, sometimes involving travel from one           location to another during inclement weather incidents
•    Required to sometimes enter dangerous and/or confined spaces, wear safety gear, evaluate equipment, etc. for safety and/or incident review reasons; equipment may be         indoors and/or outdoors.


Physical Requirements: 
•    Ability to drive a motor vehicle
•    Ability to move an item from one location to another without assistance up to 40 pounds
