Level II:   $88,200 - $123,500 Annually

Level III:   $98,800 - $138,400 Annually

Anticipated Hiring Ranges:

Level II $88,200 - $105,850 Annually

Job Summary:

This position will be responsible for the engineering of electrical and SCADA systems for the City of Greeley Water and Sewer department. The responsibilities will include working with Engineering, OT division and Operations for electrical, instrumentation and controls components planning, project management, designs, and construction of various Water & Sewer facility systems. Projects range in size and complexity from small utility regulator station upgrades to large metering and regulation or compressor station projects. The city is seeking a motivated Electrical Engineer to support and lead projects and design efforts for water and wastewater treatment plant projects, pump stations, electrical equipment replacements, and SCADA upgrade projects. The engineer in this role will work with project managers, operations staff, consulting lead electrical engineers, designers, and other engineering disciplines to ensure that project quality, budget, and schedule are met.

 Knowledge, Skills:

Minimum Requirements

Level II:

  • Bachelor’s degree in electrical engineering from ABET accredited program and successful completion of Fundamentals of Engineering (FE/EIT).
  • Three (3) to seven (7) years related experience (completion of master’s degree in related field may be substituted for one year of experience).
  • Professional Engineer (PE) or Engineer in Training (EIT) that must have ability to obtain Colorado Professional Engineers license within one year. 

Level III:

  • Seven (7) to fifteen (15) years of experience in consulting electrical engineering or related work experience;
  • Licensed Professional electrical Engineer.

All Levels:

  • Experience in the design, construction, and oversight of electricals projects. 
  • Application of codes and standards, including NEC, UL508A, NIST, NFPA 820, NFPA 70E, or ISA
  • Experience in electrical, instrumentation, and control engineering design, construction, and commissioning.
  • Proficient in the use of computer software (i.e., AutoCAD, Bluebeam, MS-Word, Excel, PowerPoint, Access).
  • Excellent written and verbal communication skills.
  • Demonstrated critical thinking skills, ability to work methodically and analytically in a quantitative problem-solving environment.
  • Strong attention to detail, facilitation, team building, collaboration, organization and problem-solving skills.

Preferred

  • Master of Science degree in electrical Engineering, or closely related field.
  • Experience in electrical, instrumentation, and control engineering for water and wastewater treatment plants, pump stations, and pipeline facilities such as metering and regulating pressures.
  • Experienced in ETAP and/or SKM software.
  • Advanced knowledge of industrial standards and codes such as AGA, API, PIP ISO, NFPA, NEC, IEEE.
  • Familiar with SKM, ETAP, or EasyPower
  • Familiar with AGi32 or Elumtools.
  • Familiar with CAD software (e.g. AutoCAD, REVIT, Plant 3D)
  • Familiar with computer maintenance management systems. 
  • Familiar with PLC and SCADA software programming. 
  • Ability to perform risk management review (HAZOP, SIL).
  • Experience with Safety Instrumented System (SIS), Safety Instrumented Functions (SIF), and safe electrical practices.

Essential Functions:

  • The Electrical Engineer will lead projects and support consulting senior electrical engineers on larger projects in the design and specification of electrical systems associated with municipal and industrial drinking and wastewater pumping facilities and treatment plants from the conceptual phase through design completion.
  • Electrical systems include low and medium-voltage power, lighting, SCADA and process controls, process instrumentation, voice/data networking, fiber optics, emergency power systems, UPS, security systems, CCTV, fire alarm, and commercial/industrial facility building systems.
  • Research and compile project-related data as required.
  • Apply strong knowledge of commonly used electrical engineering/design concepts, principles, practices, codes, and procedures within the electrical engineering services industry.
  • Modify and review production drawings for a variety of projects, including drinking water, wastewater, distribution & collection and industrial applications.
  • Lead and direct studies for water and wastewater treatment electrical and control systems: power supply studies, short-circuit studies, coordination studies, and arc flash studies.
  • Perform field inspections, measurements, and calculations for city infrastructure.
  • Develop engineer’s opinion of probable construction costs for electrical portions of projects at various phases of design.
  • Provide construction administration support, including submittal review, procurement, response to Contractor’s requests for information, review and approval of change orders, and development of record of construction documents.
  • Collaborate with multi-disciplined teams across multiple office locations.
  • Develop AC & DC power systems, one-line schematics diagrams, electrical wiring diagrams, electrical area classification drawings, grounding drawings and lighting plans.
  • Perform basic calculations: short circuit, cable sizing, voltage drop, conduit sizing & fill, others.
  • Design and specify electrical equipment including 15kV gear, 5kV gear, medium voltage motor control centers, low voltage motor control centers, transformers, uninterrupted power supplies (UPS), power distribution centers (PDC’s) and other typical electrical equipment.
  • Perform electrical systems analysis including load flow, short circuit, arc-flash and protective relaying calculations, and settings.
  • Position may include full or partial responsibility of the following assignments in the discipline of Instrumentation & Controls (I&C):
    • Work with OT staff to develop, maintain, and monitor compliance with SCADA standards and related technical specifications.
    • Coordinate with the team with the development of P&IDs, system control philosophies, and alarm setpoints, as well as provide EI&C comments on equipment procurement specifications and packages.
    • Develop network diagrams, instrument location plans, input/output (I/O) lists, instrument index, control philosophy, control narrative, cause & effect, and instrument datasheets.
    • Design and specify programmable logic controllers (PLC’s), remote terminal units (RTU’s),, Human Machine Interface (HMI) units and others as required.
    • Develop Engineering/project cost estimates and schedules.
    • Perform initial site visits to gather all required EI&C information needed to perform established deliverables.
    • In coordination with OT, oversee factory acceptance testing (FAT) and site acceptance testing (SAT) of PLCs and HMIs.
    • Develop conceptual designs and execution plans.
  • Work with operations and vendors to obtain information required to complete engineering design deliverables on schedule and building long working relationships.
  • Develop and improve processes, tools, and standards.
  • Provide field support and coordination during construction of various projects.
  • Perform all tasks with strong attention to detail, facilitation, team building, collaboration, organization, and problem-solving skills.
  • All other duties as assigned.

Work Environment and Physical Requirements:

  • Spend extended periods at a fixed workstation.
  • Site visits to residential, industrial, and commercial properties for site investigations
  • Combination of office-based responsibilities and outdoor site investigations, with occasional expires to environmental and adverse weather conditions.
  • May have assignments at water and wastewater treatment facilities, pump stations, pipelines, etc., including potable, non-potable, and wastewater infrastructure.
  • Position requires applicant to be ambulatory.
  • Close visual acuity required for tasks such as: data analysis; transcribing; viewing a computer terminal; and extensive reading of printed materials. Visual acuity includes close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
  • Occasional physical activities such as bending, standing, carrying, and lifting objects of varying weight.
  • Mobility enough to inspect field sites, sometimes crossing over rough, uneven, or rocky surfaces.
  • Physical strength to open electrical manholes.
  • Ability to lift 25 pounds.
  • Exposure to electrical hazards 
  • Employee may be asked to drive personal vehicle or City vehicle for business purposes.
