Job Summary
The Learning and Development Specialist (L&DS) is a crucial role in Human Resources. The City of Greeley prioritizes learning and growth for all employees, as such, the L&DS will focus on assessing existing learning programs across the City, partnering with managers to improve programs, assisting the Talent Development Manager with creating new programs, designing and implementing online and in-person training, and assisting the Director of HR and other leaders across the City with the implementation of content created by the City as well as content purchased from outside accreditors. This position is term limited through 2025. The L&DS will report to the Talent Development Manager.
Experience, Education, and Skills
Minimum Requirements
- Bachelor's degree in Instructional Design, adult learning/education or related topic
- Four or more years' experience in learning and development role in a large, complex organization
- Two years or more of experience building and editing programs for adult learners utilizing technology platforms such as Docebo, Absorb, Canvas, Articulate, etc.
OR
- Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job,
AND
- Possession of a valid driver’s license.
Preferred
- One or more years' experience creating learning programs from concept to implementation with little or no supervision
- Experience using AI tools to create content efficiently
Knowledge, Skills and Abilities
- Proficient to expert capabilities utilizing learning platforms such as Decebo, Articulate, Absorb, Canvas, etc. to create content for in-person and online learning
- Ability to utilize standard office tools such as AI, Microsoft Office (Outlook, Excel, Teams, Powerpoint, etc), to manage work and communicate effectively
- Knowledge of adult learning theories and ability to design and implement in-person and online learning programs from concept to implementation
- Skilled at managing the details of a complex program implementation to include project management, scheduling, event registration and reminders, event setup, etc.
- Ability to evaluate existing learning programs, identify areas of opportunity for improvement and collaborate effectively with HR and other departments to realize improvements in a timely manner
- Ability to work in a rapid-change environment where priorities will shift regularly and operate comfortably within tight deadlines
- Ability to manage the stress that comes with a fast-paced, change-oriented environment
- Ability to deliver engaging content in person and utilizing remote learning tools for blended, synchronous and asynchronous learning.
- Ability to review data, gather insights and convert the insights into action plans to drive continuous improvement and/or tell stories about the successes and opportunities of the learning and development programs.
Travel
- Approximately 10% flexible, local travel required.
Essential Functions
- Partner with managers and supervisors across the organization to assess training needs and evaluate existing training programs. Assist them with revising, improving and/or implementing training that drives growth and improves overall City services to the community.
- Collaborate effectively with HR Business Partners, Talent Acquisition Partners, cross-functional leaders, and external parties, to bring high-quality training programs to the employees of the City of Greeley.
- Leverage technology to research, design and create adult learning programs that improve employee skills and abilities. Create programs quickly to meet the needs of the departments.
- Stay up to date on learning trends to ensure current tools are being used to improve efficiency when creating new programs and improve long-term use and retention of materials.
- Respond rapidly, when needed, to create micro-learning and/or short form learning modules to meet real-time learning and communication needs.
- Evaluate all programs that are implemented through multiple methods, work with supervisor to prepare and delivery post-action reports that outline what went well, and what could be improved. Collaborate on action plans and drive positive change when needed.
- Under the supervision of the Talent Development Manager, deliver high-quality learning events.
- Deliver engaging content through a variety of learning modes including blended learning, in-person programming, on-line learning as well as through the LMS with self-paced content.
