JOB SUMMARY:
The Manager of Talent Development will report to the Director of HR and focus on designing and implementing programs to support career growth, skills improvement, employee engagement and overall employee satisfaction at the City of Greeley. This includes succession planning, learning and development, employee engagement survey and process/performance improvements to enhance talent development.
EXPERIENCE, KNOWLEDGE and SKILLS:
Minimum Requirements:
- Bachelor degree in business administration, education, adult learning or similar
- 5 or more years of experience in a talent development, career growth or learning and development role in a large, complex organization
- Evidence of success designing and implementing new learning and development programs
OR
- Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job,
AND
Possession of a valid driver’s license.
Preferred
• More than 10 years of experience managing complex succession planning and learning and development programs including design and implementation
• Content certifications such as Crucial Conversations, Emergenetics, Situational Leadership, Enneagram, or similar
• Experience managing Employee Resource Groups and/or Diversity initiatives
Knowledge, Skills and Abilities
• Proven success managing complex, enterprise-wide projects including concept/design through implementation, designing key success measures, tracking and reporting on data, and managing collaborators to complete tasks on time and accurately
• Demonstratable comfort and ease with technology including Learning Management Systems (LMS), Microsoft products, course registration and tracking software, audio visual equipment, internet browsers and other research tools, Artificial Intelligence (AI) and more. Ability to use these tools in advanced ways without assistance
• Organizational skills to include managing multiple projects at one time, collaborating with others, working to meet deadlines, following up on deliverables and ability to anticipate needs and plan ahead
• Proactive approach to completing work
• Ability to operate under deadline pressure and with a sense of urgency to complete tasks
• Ability to thrive in fast-paced environment where priorities change frequently
• Experience developing highly engaging and interactive content for classroom and remote training. Includes proven success with stand-alone short courses (one or two hours), as well as development and implementation of learning pathways to include multiple courses
• Ability to evaluate content from other providers for effectiveness and curate content into learning groups to leverage existing technology/content
• Understanding of Kirkpatrick's model for evaluating success of learning programs (or similar evaluation methods that measure immediate engagement and learning as well as long-term behavior changes)
• Knowledge of diversity programs, employee resource groups and/or similar initiatives
• Facility with data gathering and telling stories with data, proficient use of MS Excel or similar tools to increase insights from data gathered
TRAVEL:
Approximately 25% flexible, local travel with occasional regional or out-of-state travel.
ESSENTIAL FUNCTIONS:
• Manage and implement learning and development programs ranging from regular short courses available to the entire organization to learning pathways for emerging leaders, new employees, new supervisors and other interest / affinity groups
• Attend and organize meetings including agenda development and ability to facilitate and manage an effective meeting
• Collaboration within the Human Resources department as well as with managers and senior leaders throughout the organization to ensure that learning and development needs are being met across the organization
• Partner with communication team(s) to market course offerings, gather interest, evaluate courses that are offered, and maximize impact of learning and development programs
• Present content in an engaging and organized way aimed at maximizing long-term learning outcomes
• Partner with Business Insights team to develop L&D dashboard and evaluate the success of programs that have been implemented. Track short- and long-term impact of Talent Development programs and use data to inform improvements
• Provide feedback, constructive and positive, to presenters to encourage their growth as presenters and ensure high quality, engaging sessions
• Build and implement enterprise-wide succession planning tool
• Manage existing and new talent development programs such as Crucial Conversations, Emergenetics, Situational Leadership, and more
• Anticipate organizational needs, ideate, invent, and propose new talent development concepts
• Design and implement an employee-led diversity initiative
• Implement and manage ongoing employee resource group initiative
• Present, "pitch", persuade peers, constituents and senior leaders to advance talent development and organizational growth and effectiveness initiatives
• Exercise outstanding attention to detail across the management of multiple programs and events throughout all departments of the city of Greeley, including
