Job Summary:
The Mechanical Controls Technician is responsible for the maintenance, repair, and optimization of HVAC and mechanical control systems across city-owned facilities. This role ensures compliance with municipal, state, and federal regulations while supporting operational efficiency, public service continuity, and energy management initiatives. The technician will work closely with various city departments, facility users, and external contractors to maintain critical infrastructure supporting public services. The Mechanical Controls Technician reports to the Facilities Manager.
Experience, Knowledge, Skills:
Minimum Requirements
- High school diploma or equivalent.
- Minimum of three (3) years of experience with commercial and industrial HVAC.
- Valid driver's license.
Preferred
- Licensed HVAC Technician or equivalent certification
- Associate’s degree or vocational certification in HVAC, Mechanical Systems, or Energy Management

Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job.
Knowledge, Skills, and Abilities
- Ability to establish and maintain working relationships with employees, facility users, vendors, contractors, and customers at all times and, occasionally during difficult circumstances.
- Demonstrated flexibility and adaptability to changing work conditions, different work methods, and changes in priorities.
- Ability to work evenings and weekends, as needed.
- Strong knowledge of HVAC systems, electrical controls, and mechanical operations.
- Proficiency in troubleshooting and repairing control systems (DDC, pneumatic, electronic).
- Experience in preventive maintenance programs and tracking work orders.
- Ability to read and interpret blueprints, schematics, and technical manuals.
- Strong problem-solving skills and ability to work independently or as part of a team.
- Excellent communication and documentation skills for reporting and work order management.
Essential Functions:
- Oversee maintenance, repairs, and replacement of HVAC systems and components, including coordination with outside vendors.
- Perform daily maintenance on facility systems and equipment, including but not limited to chemical treatment of water boilers, chillers, cooling towers, pumps, and blowers.
- Troubleshoot, diagnose, and repair pneumatic, electrical, and direct digital control (DDC) systems, ensuring system optimization.
- Manage and or perform emergency repairs on electrical, mechanical, and HVAC equipment, including high-voltage lighting and control systems.
- Analyze operational and maintenance issues, identify repair needs, and recommend solutions for improved system efficiency.
- Ensure that all HVAC equipment in city-owned facilities meets applicable building, electrical, mechanical, fire, and accessibility codes.
- Oversee the calibration, testing, and maintenance of mechanical control systems to ensure accurate operation.
- Operate, monitor, and maintain the Building Automation System (BAS) to optimize energy efficiency and system performance.
- Research, specify, and install energy management systems and controls to reduce energy consumption in municipal buildings.
- Redesign or retrofit control systems within best maintenance practices to enhance performance and reliability.
- Use the Maintenance Management Work Order System to track time, manage work requests, and document completed projects.
- Assign and oversee work, ensuring proper completion and compliance with city standards.
- Generate cost estimates and specifications for repair projects, including procurement of materials and vendor services.
- Perform regular inspections and audits of HVAC systems to ensure safety, compliance, and optimal operation.
- Assist in fire alarm testing and electrical maintenance alongside electricians as needed.
- Provide training to staff on HVAC best practices, BAS operation, and preventive maintenance procedures.
- Order parts and maintain inventory of HVAC components, ensuring availability for scheduled and emergency repairs.
- Ensure proper care, maintenance, and organization of tools, equipment, and the facility’s maintenance shop.
- Performs other duties as assigned.

Work Environment and Physical Requirements:
- This position involves a combination of office work and fieldwork. Estimated 90% of the time is spent in an office environment, and 10% is spent at field sites or project locations.
- A standard office environment, which involves working at a desk or workstation for extended periods. The noise level is generally low to moderate, consistent with a typical office setting.
- Exposure to minimal hazards that are typically found in general office environment.
- Exposure to some field work to view assets and how information is collected.
- Fieldwork may involve exposure to outdoor weather conditions, including heat, cold, rain, or snow. Work may take place on uneven or rough terrain, near construction sites, or in environments with moving machinery and equipment.
- Noise levels in the field can range from moderate to loud, depending on the project site.
Physical Requirements:
- Mobility: Ability to sit for extended periods at a desk or workstation, occasional walking or standing, ability to move throughout office location and project sites.
- Dexterity: Ability to perform repetitive movements for typing, writing, and operating office equipment.
- Strength: Ability to lift or carry objects weighing up to 15 pounds occasionally.
- Endurance: Ability to maintain focus and productivity for extended periods while performing job duties.
- Flexibility: Infrequent need to perform the following physical activities: bend/stoop/squat, climb stairs, push or pull, reach above shoulders
- Vision and Hearing: Sufficient visual ability to read printed or digital documents, view computer screens, and perform detail-oriented tasks. Adequate hearing to participate in verbal conversations, virtual, phone, and in person communications.
