Job Summary:
The Utility Locator locates stormwater facilities throughout the city, protects the City’s assets from damage during excavations, utility pot-holing, and directional boring projects, and serves as the contact person regarding City of Greeley policies, procedures, and underground construction standards.
Experience, Knowledge, Skills:
Minimum Requirements
- Specialized training beyond high school diploma or equivalent.
- A minimum of one (1) year of experience in and specific knowledge of infrastructure in locating, maintaining, and inspection of stormwater facilities or a combination of related education and experience.
- Ability to obtain CDL within six (6) months of hire.
- Experience with Metrotech locating equipment, tandem dump truck with front plow, wing plow, and salt spreader, front-end loader, backhoe, company vehicle, small tools, and locating software.
- Demonstrated experience using GIS and GPS mapping and the ability to identify storm and fiber lines that are not in the mapping system.
- Possession of a valid driver’s license.
Preferred
- Traffic Control and Flagger certified.

Knowledge, Skills, and Abilities
- Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
- Ability to write routine reports and correspondence.
- Ability to speak effectively before groups of customers or employees of organizations.
- Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
- Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
- Ability to deal with problems involving several concrete variables in standardized situations.
- Detailed knowledge of City of Greeley storm water infrastructure.
- Knowledge of the fiber-locating device and portable camera.
- Ability to operate specialized equipment.
- Understanding of sprinkler repair and installation.
- Ability to solve a variety of problems in situations where there are substantially diversified procedures, specialized standards.
- Experience using Microsoft Office, particularly Outlook and Word.
- Ability to manage competing priorities with frequent interruptions.
Essential Functions:
- Sets up electronic locating equipment to stormwater lines and IT fiber lines to trace and mark service lines for contractors, citizens, and other City departments to protect City assets from damage.
- Assists contractors with locating services
- Observes the crossing of City utilities during construction projects.
- Documents work performed.
- Performs on-call duties.
- Assists the Traffic Division with locating IT fiber, as needed.
- Performs other duties as assigned.

Work Environment and Physical Requirements:
- This position involves a combination of office work and fieldwork. Estimated 90% of the time is spent in an office environment, and 10% is spent at field sites or project locations.
- A standard office environment, which involves working at a desk or workstation for extended periods. The noise level is generally low to moderate, consistent with a typical office setting.
- Exposure to minimal hazards that are typically found in general office environment.
- Exposure to some field work to view assets and how information is collected.
- Fieldwork may involve exposure to outdoor weather conditions, including heat, cold, rain, or snow. Work may take place on uneven or rough terrain, near construction sites, or in environments with moving machinery and equipment.
- Noise levels in the field can range from moderate to loud, depending on the project site.
Physical Requirements:
- Mobility: Ability to sit for extended periods at a desk or workstation, occasional walking or standing, ability to move throughout office location and project sites.
- Dexterity: Ability to perform repetitive movements for typing, writing, and operating office equipment.
- Strength: Ability to lift or carry objects weighing up to 15 pounds occasionally.
- Endurance: Ability to maintain focus and productivity for extended periods while performing job duties.
- Flexibility: Infrequent need to perform the following physical activities: bend/stoop/squat, climb stairs, push or pull, reach above shoulders
- Vision and Hearing: Sufficient visual ability to read printed or digital documents, view computer screens, and perform detail-oriented tasks. Adequate hearing to participate in verbal conversations, virtual, phone, and in person communications.
