Job Summary:

The City of Greeley is seeking a Utility Locator in the Transmission/Distribution Division of the Water and Sewer Department. This position reports to the Utility Locator Supervisor and will assist with locating and maintaining of Water & Sewer utilities/facilities throughout the City of Greeley.  Identifying the location for all utilities helps protect the City’s assets from damage during excavations, utility pot-holing, and directional boring projects. The utility locator is the contact person responsible for providing information to City employees, contractors, other utility companies, and homeowners regarding the City of Greeley policies, procedures, and underground construction standards.

Experience, Knowledge, Skills:

Minimum Requirements

  • Specialized training beyond high school diploma or equivalent.
  • Six (6) months to one (1) year of experience in locating, maintaining, and inspecting Water & Sewer facilities and infrastructure.
  • Six (6) months to one (1) year of demonstrated experience using GIS and GPS mapping.
  • A combination of related education, experience, certifications, and licensure that will result in a candidate successfully performing the essential functions of the job may be considered by the hiring authority.
  • Must have a valid Colorado driver's license and an acceptable driving record (motor vehicle record check is part of the pre-employment screening process).

Preferred

  • Class A Commercial Driver’s License (CDL) preferred, or the ability to obtain within two (2) years of hire.
  • Traffic Control and Flagger certified preferred.
  • Current Colorado State Water Distribution I certification preferred, or the ability to obtain within one (1) year of hire
  • Current Wastewater Collections I certification preferred, or the ability to obtain within two (2) years of hire.
  • Previous knowledge of City of Greeley Water & Sewer infrastructure preferred. 
  • Three (3) to six (6) months of experience utilizing locating equipment preferred.
  • Six (6) months to one (1) year of previous experience working with fiber locating devices and portable cameras.
  • Beginner level knowledge of directional boring preferred.

Essential Functions:

  • Drives a company vehicle to work sites daily.
  • Hooks up electronic locating equipment to Water & Sewer lines to trace and mark service lines for contractors, citizens, and other City departments to protect City assets from damage.
  • Meets with contractors when potholing for utilities so they can locate them safely, as well as stand-by during bore crossings to verify clearances.
  • Observes the crossing of City utilities during construction projects.
  • Identifies Water & Sewer lines that are not currently in the mapping system. Once identified, adds them to the GIS system in order to protect the City’s infrastructure.
  • Operates small tools such as a hammer, screwdriver, shovel etc.
  • Documents all work performed.

Supervisory Responsibilities:  None.

Travel:  Required to drive a City vehicle to work sites daily; may travel up to 95% of the time in town; up to 5% out of the city limits.

Work Environment

  • Work is typically performed outdoors in various weather conditions.
  • Exposure to dirt, dust, fumes, and possible disagreeable odors.
  • May occasionally stand on concrete for long periods of time.
  • Frequent and inflexible deadlines.
  • May be required to conduct business in alternate locations within City buildings or field sites, sometimes in formal settings.
  • May be required to work evenings, weekends, or holidays to cover events, or emergencies.
  • Subject to driving City vehicles in all weather conditions.
  • Frequent contact with the public--in person, via email/telephone, sometimes facing adverse or confrontational situations with internal/external customers.
  • Dangerous to considerable hazards reflect a frequent exposure to conditions that are unpredictable and may lead to injury, e.g., confined space, open trench, working on different construction sites or other sites with heavy and moving equipment, noise, high-volume traffic, or all of the above. 
  • Performing field activities on un-level, rocky and slippery surfaces. Many of the City's Water & Sewer lines are underneath pavement and in busy streets, intersections, and highways putting the utility locator at risk of injury because of inattentive and distracted drivers.  Exposure to all weather conditions could result in injury due to a slip, trip, or fall.

Physical Requirements

  • Employee is required to have close visual acuity to perform an activity such as: preparing and analyzing data/figures; transcribing; viewing a computer terminal; extensive reading of printed materials; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices--graphs and gauges; and/or assembly or fabrication of parts at distances close to the eyes;
  • Employee is required to have visual acuity to perform an activity such as: operating machinery where the seeing job is at or within arm's reach and to operate motor vehicles;
  • Employee is required to have visual acuity to determine the accuracy, neatness, and thoroughness of the work assigned or to make general observations of facilities or structures for inspection purposes;
  • Moderate to considerable physical effort that includes working from ladders in awkward positions, frequent use of light or medium weight objects (e.g., 25-50 lbs.) and use of medium weight tools.
  • Employee will perform manual labor, such as lifting manhole covers, vault lids, etc., weighing up to 100 lbs.; walking on uneven ground or river and ditch banks retrieving water samples or climb, balance, stoop, kneel, crouch, crawl, and reach while operating in the field; entering/exiting manholes or vaults; walking near or across rivers and ditches; working in all weather conditions at times of excessive temperatures of heat and extreme cold, working in or near moving traffic with appropriate traffic control set up.
