Job Summary
The City of Greeley is seeking a Water Resource Project Manager to join the Water Resource Planning group within the Water Resources Division of the Water and Sewer Department. The Water Resources Division includes four groups; Water Resource Operations, Source Water Supply, Non-Potable Operations and Water Resource Planning. Water Resource Operations manages and protects Greeley’s water portfolio through water rights accounting, litigation support, and water acquisition. Source Water Supply maintains six high mountain reservoirs year-round and coordinates closely with Greeley’s Water Treatment plants and Water Resource Operations group to ensure an adequate and appropriate raw water supply. Non-Potable Operations maintains the distribution of raw water to parks, open spaces, and lessees in and around Greeley.
The Water Resource Planning group provides strategic support for the long-term supply and sustainability of the City’s water resources while also managing the City’s watershed health program. Long-term planning is guided by the 2023 Integrated Water Resource Plan, which provides direction for projects like the Terry Ranch/State Land Board drilling program and the Retiming Storage Investigation. Greeley’s involvement in post fire recovery since the 2020 Cameron Peak Fire has fostered successful partnerships with local and regional partners, resulting in ongoing and planned watershed health projects.
This is an exciting opportunity to manage and/or contribute to multi-disciplinary projects including low-tech, process-based restoration, river and watershed health plans, long-range water supply planning, and aquifer storage and recovery. As part of a small team, you will work closely with the Water Resource Planning Manager, the Source Water Supply Manager, and Water Resource Operations group on projects within Greeley and throughout the City’s source watersheds and aquifers in Northern Colorado.
Your day-to-day work will be highly variable. In the summer you may have frequent travel throughout the Poudre River watershed to facilitate the implementation of watershed health projects. Throughout the year you will participate in meetings, workshops, and conferences with local and regional partners to represent Greeley’s interest in various projects and plans. You may serve on the board of a local watershed coalition. You will occasionally present information to Greeley’s Water and Sewer Board at monthly meetings in Greeley. You will be responsible for grant applications, budget tracking, consultant management, and relationship development, among other responsibilities.
Strong project management skills are vital to be successful in this role. The ideal candidate would be a driven, solutions-oriented individual with strong interpersonal skills who enjoys working on a wide variety of projects with diverse stakeholder groups.
This position will be filled at either the Water Resource Administrator I, II or III level based on qualifications. This is a hybrid position; the selected candidate will have the ability to commute to downtown Greeley and access field and in-person meeting locations throughout Northern Colorado.

- Bachelor’s degree from an accredited college or university in Hydrology, Engineering, Watershed Science, Geography, Water Resources, or other related field,
- Two (2) years of experience in water resources planning and administration; or equivalent combination of education and experience.

- Four (4) years of experience in water resources planning and administration; or equivalent combination of education and experience.

- Seven (7) years of experience in water resources planning and administration; or equivalent combination of education and experience,
- Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job may be considered by the hiring authority,
- Possession of a valid driver’s license.
- Master of Science in related field,
- Three (3) years of experience or knowledge in natural resources management, forest and watershed health,
- Two (2) years of experience with independent project management,
- One (1) year of experience with water rights and/or river or forest restoration in the Poudre and Big Thompson River Basins,
- One (1) year of experience with overseeing water well drilling projects in Colorado,
- One (1) year of experience managing consultants,
- Project Management Professional (PMP) or equivalent certification.
- Knowledge of surface water hydrology, watershed science and hydrogeology,
- Knowledge of Western US water law, water rights and administration, and water court decrees,
- Project management skills, including the ability to organize data and materials, solve problems, negotiate with others to reach a common objective, communicate information and changes, adapt to shifting priorities, manage conflict, and meet deadlines,

- Time is split between office and frequent field work for oversight on projects in the high mountains with travel over rough terrain,
- May need to access remote work locations in the mountains and reservoirs,
- Frequent interruptions and inflexible deadlines.
- While this position requires minimal physical effort, visits to field sites is necessary to oversee projects,
- May occasionally lift and carry light objects,
