Primary Duties/Brief Description of Work:
The Engineering Projects Coordinator performs inspections of water and sewer utility construction. The selected applicant will work on a job site using independent judgment in the evaluation and approval of the work of general contractors. Courteous and effective communication with the public impacted by the construction will be required. Inspections meeting contract specifications will be performed, including giving directions to the general contractor to perform the work per specifications and maintaining complete job records. This position is a senior level position with responsibility for the most challenging projects. This employee will be required to provide development opportunities and on-the-job training for junior staff. As a project coordinator, the employee will perform a construction project management function on large or complex projects, monitor the cost of construction and the effectiveness of the contractors, and represent the City in negotiations with the contractors and with the design engineers. The employee will inspect water and sewer lines for proper sizing, observe and document testing of water/sewer lines and manholes, coordinate chlorination of water lines and collect samples for testing. They will monitor the condition and effectiveness of soil erosion protective measures. They will provide direction to the contractor on the requirements of the construction plans. The employee will perform quality control testing of construction materials using standards of the American Water Works Association and the American Society for Testing and Materials. The employee must have a general understanding of engineering drawings as applicable to water and sewer construction; a general ability to interpret construction plans, diagrams, specifications and field stake-outs; a general knowledge of the procedures/practices commonly used in utilities construction; a basic knowledge of the principles of construction surveying, an ability to work independently in stressful work environments with technical challenges, the ability to apply job site experience effectively to expedite work by under-performing contractors; the basic ability to give and to follow oral/written instructions; and, a basic ability to communicate with tact and sensitivity with the public.
The job is NON-EXEMPT under FLSA.
Qualifications
Minimum Qualifications:
- High School Diploma/GED with 7-9 years of Construction Inspection Experience ( i.e. Water/Sewer, Construction Inspection)
- OR No High School Diploma/GED with 9-11 years of construction Inspection Experience ( i.e. Water/Sewer, Construction Inspection)
- OR Associate's Degree with 5-7 years of construction Inspection Experience ( i.e. Water/Sewer, Construction Inspection)
- Valid Driver’s License
An Ideal Candidate Would Also Possess (Preferred Qualifications):
- Associate’s Degree in Civil Engineering, Civil Engineering Technology, or a related field
- NCWTFOCB Certification in Distribution (Water)
- NCWTFOCB Certification in Collections (Sewer)
- Previous inspection experience for a Public Works Agency
