Compensation and Benefits: 

Hiring Salary Range: $47,271. - $56,954.   Full Salary Range: $45,017. - $80,557. Annually

About the Role:

As a Stormwater Operations Analyst, you’ll manage and analyze critical stormwater operations data to support environmental decision-making and compliance with federal, state, and local regulations. In this role, you’ll:

  • Lead Technical Programs: Develop and implement specialized monitoring and inspection programs, including those required by the federally mandated National Pollutant Discharge Elimination System (NPDES) permit and NC watershed regulations.
  • Analyze & Report Data: Manage stormwater monitoring data, perform detailed trend analyses, and provide actionable recommendations to city management.
  • Engage with Stakeholders: Provide technical support to internal teams, external clients, and citizens to resolve drainage issues, guide development decisions, and enhance water quality.
  • Oversee Special Projects: Manage grants, supervise seasonal interns, and conduct specialized studies on stormwater systems and drainage concerns.
  • Collaborate Across Departments: Coordinate with various city departments, such as Water Resources Engineering, Field Operations, and Parks & Recreation, to address drainage complaints and implement solutions.
  • This job is Non-Exempt and is subject to the overtime provisions of the Fair Labor Standards Act (FLSA)

Key Responsibilities:

  • Inspect and monitor stormwater control measures, NPDES outfalls, and flood-prone areas.
  • Manage citizen drainage complaints and coordinate resolution efforts.
  • Conduct data-driven evaluations to improve stormwater operations and compliance.
  • Prepare and present reports based on detailed analyses and trend evaluations.

Minimum Qualifications:
  • Bachelor's degree from an accredited college or university  
    •  "OR"Associate's degree with 3 years of direct work experience in Stormwater management/water resources/engineering & surveying / public works operation or program management or any combination of such experience. 
      • "OR" High School Diploma with 5 years of direct work experience in Stormwater management/water resources/engineering & surveying / public works operation or program management or any combination of such experience
         
  • 1-3 years experience in Stormwater management/water resources/engineering & surveying / public works operation or program management or any combination of such experience; 
  • Prior experience with spreadsheets, word processing, GIS, and standard office software 
  • Valid driver's license

Preferred Qualifications: 
  • Bachelor's degree in civil or Environmental Engineering, Construction Management, Natural Resources, Geography, Hydrology, or a related technical/administrative field from an accredited college or university
  • Prior practical experience with stormwater, construction site inspections
  • Geographic Information Systems
