Job Summary

Under limited direction and in compliance with administrative, regulatory, and professional standards and guidelines, responsible for the development and management, of the Greenville City Economic Development Corporation’s (GCEDC) business plan, operating budgets, revenue collection, IRS non-profit compliance requirements (legal and accounting)policy administration, strategic initiatives, corporate and information technology strategies and requirements. Oversee all corporate budgets supporting the seven core mission areas of the Strategic Plan for Economic Development and corresponding GCEDC Corporate Business Plan. Direct corporate financial accounting, monitoring, and reporting systems and ensure compliance with all accounting policies and regulatory requirements. Generate new revenue streams for the corporation that are fully compliant with IRS guidelines in tandem with the GCEDC’s corporate 501(c)3 and 501(c)6 legal counsel and the CEO. Prepare monthly and annual financial reports. Supervise assigned staff. Lead, manage and oversee the development of the GCEDC’s strategic plan for economic development and the corresponding corporate business plan. Spearhead and perform research and management studies, including statistical analyses pertaining to GCEDC strategic economic development initiatives, projects, programs, and services. Conduct economic impact and Return on Investment (ROI) analyses and reporting. Consistent with the GCEDC’s non-profit IRS status, oversee the development, implementation, and administration of new revenue generation strategies and opportunities, including a newly formed Investor Platform, which advance mission-supporting economic development initiatives for the City. Assist with the development of Request for Proposals, selection and management of contractual agreements. Ensure GCEDC economic development policies are current and enforced. In coordination with the CEO and outside legal counsel, identify, implement, and manage the application of compliance standards and processes to meet audit requirements. As assigned, represents GCEDC both internally and externally at strategic stakeholder meetings. Regularly participates in economic development project strategy sessions and fellow managers, with particular focus on the financial implications and ROI for the City. Attends City Council meetings as needed and prepares presentations, briefs, resolutions, ordinances, and development agreements as directed.

  • Develop and Manage GCEDC Budget, Finance & Compliance Activities: Work with GCEDC management and City budget/finance staff, as well as internal and external legal support when appropriate to develop and manage annual corporate and work program operating and revenue budgets as well as provide updates regarding 501(c)3 compliance requirements for the delineated corporation. Oversee all corporate budgets supporting the seven core mission areas of the Strategic Plan for Economic Development and corresponding GCEDC Corporate Business Plan. Assist fellow managers with budget development and administration that supports overall corporate performance. Track and manage all GCEDC project accounts, as well as sponsorship and investment accounts. Review and analyze year-end projections that will evolve with new economic development projects and initiatives that routinely arise, as well as variance analyses to stay fully abreast of budget statuses. Review outstanding balances due or incurred in all areas, and ensure proper action is taken for collections and payments. Continuously refine and monitor budget and financial analysis documents for use throughout the year, as well as provide routine reports on revenues and expenses for the delineated non-profit economic development corporation. Prepare monthly and annual financial reports for corporate and contracted budget administration for Public-Private Partnerships and other key economic development initiatives. Provide cost benefit analysis for corporate programs and initiatives as needed. Investigate ways to generate new revenue streams for the corporation that are fully compliant with IRS guidelines in tandem with the GCEDC’s corporate 501(c)3 and 501(c)6 legal counsel and the CEO. Improve corporate and work program efficiencies by analyzing economic development and market trends and opportunities. Manage all GCEDC related invoicing, and process payments accordingly. Provide final corporate approval for any GCEDC purchase orders, requisitions, and check requests in alignment with the CEO. Direct corporate financial accounting, monitoring, and reporting systems and ensure compliance with all accounting policies and regulatory requirements. Oversee any/all online invoicing systems that may be developed for the investor relations platform or economic development events hosted by the GCEDC. Administer work program services and partnerships related to economic development projects, including preparing all required documents to manage and track progress, results, and reconciliation. Oversee the processing and management of annual non-profit registrations, annual tax reporting, and annual Form 990 submissions. Work with appropriate Office of Management and Budget department staff to identify relevant grant/funding opportunities, assist with writing grant applications when appropriate, prepare necessary grant cycle reporting for the GCEDC & Community Development Microgrant program, as well as other programs that may be developed.

  • Drive the Corporation’s Business Plan Creation and Evolution, Perform Management Studies, Conduct Economic Impact & ROI Analyses: Manage and oversee the GCEDC’s strategic and master plans for economic development. Develop, update and refine the corresponding corporate business plan on a regular basis. With support from the Economic Development Research Manager, spearhead and perform research and management studies, including statistical analyses pertaining to GCEDC strategic economic development initiatives, projects, programs, and services. Coordinate, lead, and participate in organizational studies involving administrative or operational systems, procedures, functions, processes, plans, and techniques. Prepare and present comprehensive technical, administrative, and financial analytical and statistical reports that forecast and interpret data as well as justify conclusions, including economic impact and ROI analyses. Utilize data summaries and findings to identify alternative and/or improved methods, procedures, projects, and operations for GCEDC review and consideration. As needed, implement new systems, methods, procedures and programs. Monitor work program progress, metrics, and Key Performance Indicators (KPI) in meeting goals and objectives, conduct progress updates with management staff, and adjust as necessary. Manage economic development project activities including establishing, refining, and implementing all systems for public, client and staff engagement, public information, project rankings, and project implementation. Ensure the GCEDC’s non-profit compliance with respect to all activities with the support of the CEO and outside legal counsel. Routinely participate in and support economic development projects and strategies that advance the Corporation’s mission on behalf of the City, with a particular focus on financial and ROI implications. As assigned, represent GCEDC both internally and externally at strategic stakeholder meetings. Regularly participate in economic development project strategy sessions with City clients and fellow managers, with particular focus on the financial implications and ROI for the City.

  • Help Develop and Manage New Revenue Generation Strategies Consistent with the Corporation’s Non-Profit IRS Status: Oversee the development, implementation, and administration of revenue generation strategies/opportunities for the corporation, including a newly formed Investor Platform, that advance mission-supporting economic development initiatives for the City. Assist in the development of RFPs when needed, and the selection of approved GCEDC vendors and service providers. Interpret and implement financial aspects of contractual agreements. Monitor and track contracts to ensure that all actions are consistent with terms of contract. In coordination with the CEO, review all partnership contracts and MOUs, lease agreements, licenses and strategic collaborations, and track ROI and success metrics of those partnerships. Make recommendations to the CEO regarding current and future funding levels. Create and maintain a database of economic development projects incentivized by the City, and track progress to ensure that goals have been achieved within prescribed timelines in terms of capital investment and job creation, and/or claw backs of funds undertaken on rare occasions if appropriate and necessary. Continuously review and edit GCEDC economic development policies and the evolving portfolio of incentives that can be applied to various economic development projects. Research and develop new policies as needed. As the economic development arm of the City, ensure the accurate application of any relevant incentives to worthy projects. Maintain knowledge of applicable state economic development incentives, regulations and industry trends & standards.

  • Administer Compliance Processes and Accountabilities for the Non-Profit Corporation: Regularly evaluate compliance needs with the support of the CEO and outside legal counsel, as well as identify, implement, and manage the application of compliance standards and processes to meet audit requirements. Ensure GCEDC compliance with standards, providing related guidance and direction to GCEDC personnel and supporting departments. Lead any necessary compliance assessments. Compile documentation to support compliance requirements as the corporation evolves and undertakes new programs and initiatives, potentially forms LLCs under the non-profit umbrella organization. Research best practices and policies nationwide for relevancy locally.

  • Supervise Assigned Staff: Supervise staff, including setting performance expectations and standards; prioritizing and assigning work; allocating staff; writing and conducting performance evaluations; ensuring staff is trained; coaching, mentoring, and counseling employees; ensuring staff compliance with departmental and City policies and procedures; and maintaining safe work environment. Review and update job descriptions; participate in the hiring and selection of staff for open positions; and ensure the timely documentation and disciplining of employees consistent with Human Resources policies.

Job Requirements

  • Master’s degree in business administration.
  • Over six (6) years of progressively responsible experience in such functional areas as finance, accounting, business administration or related field.
  • At least two (2) years of responsible supervisory and administrative experience.
