What are the responsibilities and job description for the Utility Finance Analyst position at City of Groton?
SUMMARY
The Utility Finance Analyst, under the general supervision of the General Manager of Projects and Planning and Controller, provides reports and administrative support to the Management and Project Management personnel of the Utilities Department.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Performs work according to applicable Federal and State safety regulations as well as Groton Utilities Safety Manual and maintains conformance with regulatory and permit requirements.
Must maintain strict confidentiality.
Must reflect a positive image of customer service to all employees and the general public.
Processes, designs, manages and monitors the work order management system:
- Monitors the performance of the work order management system and reports systemproblems and suggestions for system improvements.
- Retrieves reports on work orders and distributes copies to Management in Groton Utilities.
- Provides Utilities Management and Project Management with detailed lists of opened,closed and individual work orders.
- Provides monthly summaries of all project work orders to Management.
- Implements new work orders in the work order management system.
- Enters data on all appropriate systems as necessary.
- Responsible for reviewing all data entered into the work order management system, verifies the accuracy, troubleshoots and analyzes any discrepancies:
- Closes out work orders when jobs are completed and produces billing and/or detailed summaries to Project Management and contractor of project charges. Enters all payments and journal entries on all work orders and project billings.
- Prepares data for fiscal plant records.
- Prepares pole attachments billing.
- Monitors and completes reports for Bond Fund project activities.
Responsible for special accounting projects assigned (budget, reconciliation, analysis, etc.):
- Audits and verifies weekly Departmental Services Time entry.
- Generates Purchase Orders from approved requisitions.
- Provides Springbrook training of work order management system for the Utilities Department
Provides backup administrative support to the Groton Utilities project management and operations.
Performs all other duties as may be assigned.
QUALIFICATIONS
Must be able to type and use numerous hardware and software financial applications.
Self-starter, able to work independently and prioritize functions.
Must be able to multi-task and ensure deadlines are met.
Must be able to remain calm during stressful situations.
Must maintain and possess a valid driver’s license and operate a vehicle safely.
EDUCATION AND/OR EXPERIENCE
Associates degree in Finance or Business Management and/or five years of financial experience.
Must attend, within two years of employment, the American Public Power Association (APPA) Public Utility Accounting course.
LANGUAGE SKILLS
Proficient in spelling, vocabulary, grammar and proofreading own work.
Ability to effectively communicate and listen.
Ability to effectively speak, read, write and comprehend.
REASONING ABILITY
Ability to define problems, collect data and draw valid conclusions.
MATHEMATICAL SKILLS
Knowledgeable in accounting practices and procedures.
Basic knowledge of math (addition, subtraction, multiplication, division and percentages).
While performing the duties of this position, the individual is frequently required to sit, stand, walk, talk and/or hear, use hands to finger; handle or feel; reach with hands and arms. The individual may occasionally be required to move or lift up to 15 pounds. Must have excellent visual perception to view security monitors.
WORK ENVIRONMENT
The work is performed in an office environment and the noise level is moderate.
