7:30am – 4:00pm
GENERAL DESCRIPTION:
Under direct supervision of the Director of Finance, performs advanced accounting work relating to the monthly close-out of the accounting cycle and the preparation of financial statements for the City of Gulf Breeze, with the primary focus being the City’s utility funds, otherwise known as the Enterprise Funds of the City. This position is also responsible for grant accounting, reporting, research and reconciliation functions for all City federal and state awards and appropriations. Works closely with the Senior Accountant and Director of Finance as it relates to financial reporting on a monthly, quarterly and during the year-end audit process as it relates to the City’s Enterprise Funds. Excellent analytical skills coupled with thorough knowledge of accounting principles required. The position requires the ability to collaborate and/or deal effectively with various levels of department personnel. Technical accounting and financial acuity are critical in this role; strong mathematical skills and attention to detail are a daily priority.
ROLES/RESPONSIBILITIES:
This position will hold several different roles to accurately perform the financial duties of the Finance Department, while maintaining internal controls:
· Reconciles the accounts receivable accounts for all Enterprise funds on a monthly basis.
· Reconciles the deposits on-hand for all Enterprise Funds on a monthly basis.
· Reconciles any payment agreements to ensure customers are in good standing and provides reports to the Director of Finance regarding customer status.
· Tracks, records and monitors all payment agreements related to tap and impact fees for the Enterprise Funds and coordinates agreements with the Public Services Division.
· Verifies, allocates, prepares journal adjustments and reconciles general ledger accounts to assist with the monthly close-out process and the production of error-free accounting reports for the Enterprise funds of the City.
· Prepares journal entries needed for the quarterly reporting processes, to include, but not limited to the conversion from cash-basis financials to full accrual accounting to comply with Generally Accepted Accounting Principles (GAAP).
· Prepares various audit schedules necessary to complete the comprehensive annual financial report (CAFR) to include, but not limited to, preparing the final revenue accruals for the Enterprise Funds and the estimated uncollectible debt with the related adjusting entries.
· Assists the Finance Director with the preparation of financial statements and statistical data reporting for both internal and external reporting requirements for the Enterprise Funds.
· Analyzes monthly spending to monitor budget verses actual expenses for all Enterprise Funds of the City, to include, making recommendations for moving money and/or cost savings.
· Prepares budget transfers related to over-spending and/or makes recommendations for corrections needed to the annual budget as it relates the City’s Enterprise Funds.
· Assists the Finance Director with tracking Budget Amendments for the Enterprise Funds and the preparation of amendments to be presented to Council for approval.
· Assists the Finance Director and the Public Services Director with the preparation of the annual budget for the City’s Enterprise Funds.
· Works with the City’s Information Technology Department to ensure audited financial data, budget information, and required tax reports are posted to the City’s web-site.
· Works with the Director of Finance to review internal controls and to recommend improvements to existing practices.
· Compile and maintain grant agreements and related data to include the granting agency and its CFDA/CSFA number, contract numbers, responsible contract manager, required matching amounts, accounts used to record the match, grant milestones, expiration dates and other necessary details for completion of the Schedule of Expenditures of Federal Awards and State Financial Assistance.
· Coordinate with internal and external resources for the collection of data, monitoring compliance with grant accounting standards and reporting requirements, and responding to adverse findings from oversight agencies.
· Provide assistance to Department Heads with documentation requirements for each grant award and appropriation.
· Reviews and comprehends contract payment terms, conditions and schedules associated with all grants and projects.
· Other related duties as assigned by the Director of Finance.
MINIMUM QUALIFICATIONS:
Knowledge, Abilities, & Skills:
· Complete working knowledge and skilled using computer applications for accounting and financial management. Ability to analyze and interpret financial data and to present findings clearly in multiple formats.
· Working knowledge of Generally Accepted Accounting Practices (GAAP); preferred knowledge related to governmental accounting practices in accordance with Governmental Accounting Standards Board (GASB). Ability to design, implement and execute all accounting standards and requirements relevant to a public utility.
· Working knowledge of Financial Accounting Standards Board (FASB) regulations related to Enterprise Fund Accounting (full-accrual accounting).
· Ability to work with a high level of detail; ability to prioritize multiple tasks and deal effectively with interruptions; ability to identify and analyze complex issues and to develop appropriate recommendations.
· Excellent interpersonal skills; ability to communicate effectively both verbally and in writing; ability to effectively deal with all members of the public in a courteous and tactful manner; ability to establish and maintain good working relationships with coworkers.
· Ability to perform calculations in spreadsheets such as percentages, basic interest calculations, cost allocation plans, linking data between workbooks in spreadsheets, preparation of graphs, statistical data presentation, and training materials for departments.
Education and Experience:
· Bachelor’s degree in accounting, and
· Five years’ professional experience in accounting with increased responsibilities and proven proficiency preferred.
