This is supervisory work in the construction, maintenance and repair of the City's water and gas distribution systems.
Work involves responsibility for maintaining efficient water and gas service to consumers through the supervision of small crews of unskilled and semiskilled workers engaged in construction, maintenance and repair projects. Policy interpretation and general direction is received from a superior; however a Utility Crew Leader must exercise considerable independent judgment and display initiative in carrying on the work. Performance is reviewed while work is in progress and upon completion, and the incumbent is held responsible for results achieved.
Essential Job Functions
- Directs a small crew of men in the installation, construction, relocation and repair of gas mains, services and pipes in the gas distribution system.
- Directs a small crew of men engaged in the construction, maintenance and repair of water mains, service to the property line, fire hydrants, valves and related water distribution service.
- Operates machinery and equipment such as air-hammers, tapping machines and pipe dies; and performs skilled manual tasks involved in the maintenance and repair of the water and gas distribution services.
- Estimates material and equipment needs; keeps work time and material records; and makes records of work performed.
- Supervises the cleaning and care of equipment.
- Assists private contractors by locating and marking mains and service lines before digging operations.
- Sets and repairs gas regulators.
- Locates various sources of leaks in gas or water distribution systems and in house services; and if necessary digs with crew down to source of leak and rectifies the situation.
- Answers various pressure and trouble calls and attempts to provide a remedy.
- Enter all information from job assignments into Cityworks or other computer software
- Keeps records of work done, including simple sketches of installations or relocations.
- Assures crew members follow all safety protocols.
- Performs related work as required.
Skills/Knowledges/Abilities
- Thorough knowledge of the construction, repair and maintenance of water or gas distribution facilities.
- Considerable knowledge of distribution systems layouts.
- Considerable knowledge of the hazards and safety precautions involved in working with gas or water facilities.
- Some knowledge of how to enter information into Cityworks or basic computer entry.
- Ability to plan, lay out and supervise labor operations.
- Ability to understand and follow verbal and written instructions.
- Ability to establish and maintain effective working relationships with employees and the general public.
- Ability to keep records and prepare reports.
Training/Education/Qualifications
Minimum Qualifications:
- One (1) year experience in the construction, maintenance and repair of gas and water distribution facilities.
- Possession of a valid Ohio Class B Commercial Drivers License (CDL).
Preferred Qualifications:
- Six (6) months supervisory experience
- High School Diploma or equivalent (G.E.D.)

Health Insurance
The city offers medical, dental, and vision plans. The medical plan is a high deductible health plan (HDHP) with a health savings account (HSA).If you're hired on or before the 15th of a month, your healthcare begins on the first of the next month. When you're hired after the 15th of a month, your health coverage will start on the first of the second month following.
Holidays
For many employee groups, the City provides 17 days (136 hours/year) of paid holiday leave. These include: New Year's Day, Martin Luther King Day, Good Friday, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and the Friday after, Christmas Eve Day, Christmas Day and New Year's Eve.
Life Insurance
After six months of employment, employees are eligible for $10,000 coverage under our group life insurance policy. Additional coverage up to the employee's annual salary ($40,000 maximum) may be purchased. Upon retirement this coverage will be reduced to $4,000. The premiums will be paid by the City.
Voluntary Supplemental Benefits

Deferred Compensation Plan
This plan allows employees to build a financial reserve for retirement by using pre-tax, payroll deducted contributions. This money is held and invested by the plan's trustees in options selected by the employee. Risk levels vary depending on the options chosen. Participation is voluntary.
Retirement Plans
The Ohio Public Employees Retirement System (OPERS) and the Police and Fire Disability and Pension Fund (PFDPF) are the two plans available to City employees. Both are established by Ohio law and participation is required. Both the employee and the City of Hamilton contribute a percentage (pre-tax) into the system. Members do not pay into the Federal Social Security System. Employees and the City also contribute to Medicare.
