This is complex technical work involving the application of basic and specialized utility engineering knowledge in both field and office duties requiring sub professional engineering skills. The work is performed under the general supervision of the Director of Engineering or other assigned professional engineer but considerable leeway is granted for the exercise of independent judgment. The work of this class is distinguished from the class of Utility Engineering Technician by a greater degree and variety of complexity and difficulty in assigned tasks. Supervision may be exercised over other staff as assigned.

- Applies basic and specialized engineering knowledge to specify design, materials, equipment and standards consistent with industry standards;
- Designs and lays out utility system improvements following EPA and Office of Pipeline Safety rules and regulations;
- Stakes out field markings or indicators for work crews;
- Coordinates engineering projects for the construction of streets, utilities and other construction and maintenance with other City departments, other governmental entities, area utilities and private developers;
- Writes specifications and prepares cost estimates;
- Gathers data and prepares graphics, preliminary designs and engineering drawings for utility system additions, extensions and related projects;
- Performs construction inspection of City and private development projects;
- Checks progress of projects and approves payment to contractors;
- Provides technical assistance to the public, answers or directs inquiries to proper City agencies;
- Prepares and maintains City maps indicating improvements and utility locations;
- Collects a variety of field data, makes notes, assembles reports;
- Performs a variety of related tasks in the reproduction and file maintenance of engineering records;
- Performs a variety of administrative related tasks in the reproduction and file maintenance of engineering records;
- Supervises co-op student employees as assigned;
- Performs related work as required.
- Knowledge of construction and engineering principles, practices and techniques;
- Knowledge of engineering and business mathematics, surveying and drafting;
- Knowledge of standard office procedures, practices and equipment including the use of computers;
- Knowledge of the City ordinances related to land improvement and utility easements or access;
- Ability to prepare technical engineering reports;
- Ability to perform work with speed, accuracy and attention to detail;
- Ability to make decisions in accordance with established policies and procedures;
- Ability to independently solve problems within assigned areas of responsibility;
- Ability to supervise the work of others as assigned;
- Ability to establish and maintain effective working relationships with other City employees, Department Heads, Division Heads, supervisory personnel, contractors and developers, other utilities and the general public;
- Ability to communicate well with others, both orally and in writing;
- Ability to handle confidential administrative information with tact and discretion;
- Graduation from a college or university of recognized standing with an Associate’s Deree in Engineering or a related field; and
- Three (3) years of experience in engineering, construction inspection or drafting; and
- Possession of a valid driver’s license (will be verified for finalists).
Salary : $67,538 - $85,675
