The purpose of this position is to manage the operations of the Investigation and Patrol Divisions of the Hamlet Police Department in a manner ensuring sound, professional management practices to develop, implement and deliver efficient and effective law enforcement and public safety services.
Distinguishing Features of the Class
Employees in this class serve as a unit commander. The employee shall direct unit operations, monitor and evaluate work, review reports, provide back-up and expert guidance to staff. An employee in this class may be assigned to patrol, criminal investigations, and records and communications. Administrative work includes providing input on policy matters, recommending in-service training, conducting safety training, scheduling manpower and completing time sheets for payroll. Supervisory responsibilities include managing the daily work activities of the unit, conducting employee performance counseling, mentoring, motivating and evaluating performance, conducting meetings to discuss and resolve operational problems, and being held accountable for the efficient operation of the unit. This work requires the application of modern law enforcement techniques, sound judgment, and independent initiative in pursuit of work objectives. Work includes monitoring the environment and the behavior of individuals;
Duties and Responsibilities Work
· Meets duties and tasks of a police officer
· Serves as commander of the patrol division.
· Serves warrants and subpoenas; apprehends and processes criminal suspects and transports to magistrate and/or County detention facilities
· Regulates and directs vehicular traffic at local schools and when traffic signal malfunctions or accidents require
· Operates a two-way radio to receive instructions and information from or to report information to police headquarters; maintains vehicle, weapons, and other equipment in standard working order.
· Advises the public on laws and local ordinances
· Develops and implements community outreach activities
· Mentor and monitor assigned staff
· Lead with ethical and legal obligations
· Maintain all fleet maintenance records
· Assists with fire and rescue calls as required
· Prepares and submits accurate written reports
· Assists with budget planning, tracking of expenditures, and processing expenditures.
· Assist Captain with scheduling.
· Good knowledge of laws and ordinances relating to arrest, search and seizure, and traffic control
· Good knowledge of the layout of City streets, location and geographical layout of various neighborhoods and the business district
· Good knowledge of modern law enforcement practices and principles, including crime detection and routine investigation, radio communications and apprehension of criminals
· Skilled in the use of firearms and other police equipment and in the application of self- defense tactics
· Skilled in operation of patrol vehicle in all types of conditions
· Ability to employ knowledge gained through training and experience
· Ability to apply good judgment during emergency situations
· Ability to deal courteously, tactfully, and firmly with the general public and display a professional image on behalf of the city
· Ability to develop and maintain effective working relationships with the general public, other employees and outside agencies
Education and Experience
Graduation from high school or GED equivalency and have completed at least the minimum requirements established by the North Carolina Justice Training and Standards Commission for certified law enforcement officers. 10 years experience.
