Function
Manages expense funds, budget, and administrative functions for Hampton Coliseum / Hampton Arts Commission. Prepares and processes financial documents and financial statements and related reports on behalf of Hampton Coliseum / Hampton Arts Commission; supervises the Finance and Administration team and provides support to staff.
Examples of Work
- Manages the department's operating budget and reconciles with the City's financial system; prepares and submits monthly financial statements to the Director. Prepares monthly reports related to income / loss, expenditures, and utilities usage. Monitors, maintains and provides financial information on Capital Improvement Plan (CIP) / Building Improvements, technical assets, capital assets and equipment disposal.
- Participates in the development and submission of the annual operating budget for Hampton Coliseum / Hampton Arts Commission.
- Supervises the Finance and Administration team to ensure timely and accurate financial, administrative and technical support to department staff. Provides leadership, training, counsel, motivation and constructive performance reviews to the financial and administrative team. Creates procedural manuals.
- Serves as Human Resources liaison for Hampton Coliseum / Hampton Arts Commission. Utilizes HIRE System for the recruitment of new employees; processes personnel actions and maintains employee files.
- Supervises and approves payroll for the department and associated records. Serves as payroll backup clerk. Maintains comparative payroll reports for Department Head.
- Supervises the procurement process including review and sign off as 2nd level for all procurement and payable transactions in New World System (NWS) Logos Financial System; administers annual contracts and associated records. Department coordinator for the City's Visa Procurement and Travel Program.
- Administers the department Petty Cash fund.
- Demonstrates regular and punctual attendance.
- Performs related duties as required.
Qualifications
Graduation from an accredited college or university with a Bachelor's Degree in Business Administration, Accounting, or a closely related field. Requires a minimum of three (3) years of experience in bookkeeping, financial management, budgeting and payroll administration. Requires a minimum of three (3) years of experience in the supervision of personnel.
Requires thorough knowledge of the principles, practices and procedures of bookkeeping and financial management; knowledge of general office principles, practices, and procedures. Requires proficiency in the use of a computer to include a thorough knowledge of Microsoft Excel and Word. Municipal government accounting experience in an arena or performing arts theatre preferred; experience in procurement processes preferred. Must possess excellent written and oral communication skills; good analytical and conceptualization skills. Must have the ability to manage multiple projects simultaneously with high levels of complexities and deadlines; must be able to foster and maintain effective working relationships with diverse populations. A combination of education and experience which qualifies the applicant may be substituted for the more specific requirements above.
Must possess a valid Virginia driver's license and must have a satisfactory driving record based on the City of Hampton's Criteria. Must successfully pass a background check related to this position.

Receives general direction through discussions and consultations with the Assistant Director Finance and Administration of the Hampton Coliseum / Hampton Arts Commission or designee. Requires a considerable degree of individual responsibility and the exercise of independent judgment in making administrative decisions. Daily contact with the business community, the Finance Department, Consolidated Procurement and the general public. Duties may be performed outside of regular working hours (evenings, weekends and holidays). This is an exempt position.
