YOU will conduct routine and complex inspections of new construction, alteration, and repairs of commercial, industrial, one and two family dwellings, and other structures to assure compliance with the International Building & Residential Code and the Virginia Uniform Statewide Building Code and related rules and regulations.
Minimum Requirements
- Requires any combination of education and experience equivalent to high school graduation or GED.
- Minimum of one year of full-time equivalent experience at the Building Inspector level or some experience in the area of zoning, housing or closely related experience.
- Building Inspector One & Two Family certification in accordance with the Commonwealth of Virginia Department of Housing and Community Development (VDHCD) must be obtained within eighteen (18) months of employment.
- This position is safety sensitive and must successfully pass testing for alcohol and controlled substances.
- Must successfully pass a background check related to this position prior to any offer of employment or promotion.
- Must possess a driver’s license and must have and maintain a satisfactory driving record based on the City of Hampton’s criteria.
- Requires effective communication with internal and external customers.
- Requires patience and skill in dealing with citizens on points of law and regulations that are not readily understood.
- May be required to provide assistance to the Emergency Operations Damage Assessment Team in times of disaster.
- The incumbent may be considered “essential personnel” during City emergency situations or at the direction of the City Manager which may include long hours and unusual schedules.
- May be subject to call-out in order to respond to calls for service after normal business hours.
- Inspects new construction during and after construction for structural quality, safety and conformance to specifications and codes; reviews and interprets plans, specifications and construction methods; performs footing, foundation, framing, insulation, and final inspections; inspects commercial, residential, and industrial buildings to determine whether materials used meet Code compliance.
- Inspects electrical work in buildings throughout the City.
- Identifies complex problems and reviews related information to develop and evaluate options and implement solutions; ensures legal requirements and safety regulations are in compliance.
- Communicates effectively in writing to others to convey information effectively; responds to emails and phone calls from homeowners, contractors, and permit holders to discuss and/or answer technical questions about USBC and City ordinances as well as inspection findings; communicates electric code clearly to homeowners, business owners, and contractors.
- Uses logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
- Creates a daily itinerary to plan an efficient route for inspections and/or meetings with contractors and/or homeowners and the check for completion of other trade inspections.
- Prepares daily reports of inspections; logs all inspections on a daily basis and notifies contractors of any Code violations; submits reports of violations and issues written or verbal orders for correction of same; re-inspects premises to determine correction of violations; enters inspection reports/findings and associated photos and other documentation.
- Demonstrates knowledge of materials, methods, and the tools involved in the construction or repair of houses and buildings and practical application of engineering science and technology.
- Responds to complaints, information requests, and 311 emergency calls.
- Studies, learns new codes, and speaks with other inspectors to clearly understand Code.
- Maintains knowledge of laws, legal codes, court procedures, precedents, and government regulations prediction of physical principles, laws, their inter-relationships, and applications to understand fluid and material processes.
- Coordinates with other inspectors to ensure that all inspection requirements are met prior to the issuance of a Certificate of Occupancy (CO) or a final inspection.
- Prosecutes violators of Code compliance in court.
- Attends training courses to state up-to-date on Codes and to test for certifications.
- Attends staff meetings as required.
- Writes Notice of Violation letters to inform permit holders of violations that need corrective action.
- Demonstrates punctuality and regular attendance.
- Performs other duties as assigned.
