AS A SITEPLAN SUBDIVISION AGENT I
YOU will coordinate the site plan and subdivision review processes as well as other related land development review processes to ensure that they are conducted according to the adopted codes and ordinances and in accordance with applicable time frames.•Coordinates the review of all site development plans pursuant to Chapter 35.1 of the City Code (as amended) and all other pertinent City codes, ordinances, standards and adopted administrative policies. Projects to be reviewed include, but are not limited to, commercial, residential, manufacturing, institutional, public and regulated land disturbance operations pursuant to applicable provisions of Chapter 13.1-1 of the City Code (as amended). Directs necessary and appropriate document revisions to enable and compel compliance with City policies, codes, ordinances and standards.
•Coordinates the review of all subdivision of land pursuant to Chapter 35 of the City Code (as amended) as well as boundary line adjustments and property line vacation plats to ensure compliance with all pertinent City codes, ordinances, standards and administrative policies. . Directs necessary and appropriate document revisions to enable and compel compliance with City policies, codes, ordinances and standards.
•Coordinates the Development Services role with other departments and/or agencies in other land development review processes to include but not limited to activities such as public land or right of way vacations, encroachments, license agreements, easement agreements, etc.
•Coordinates land disturbance plan review and permit issuance with other City and State agencies. Authorizes issuance of Land Disturbance Permits for one and two family construction projects and calculates proper assessment of land disturbance permit fees based on established standards and guidelines.
•Works in cooperation with the Project Coordinators to coordinate with other disciplines within the Development Services Center as well as other divisions of the Community Development Department as well as other City officials to ensure cooperation of all site development related reviews, approvals and permits.
•Calculates performance surety amounts for approved erosion and sediment control plans and administers the land disturbance performance surety program (e.g. coordinating legal review, execution of required agreements, set-up and release of sureties, etc.)
•Produces user friendly permit applications and plan preparation submittal guidelines and standards for all forms of site development projects, land disturbance activities, and land division/boundary adjustment plats.
•Develops and implements instructional sessions on a regularly scheduled basis to ensure the transfer of knowledge and information. Actively participates in technical training and professional development of Site Plan and Subdivision staff with regard to basic regulation of controlled land disturbance activities.
•Performs other related duties as required.Graduation from an accredited college or university with a Bachelor's Degree in Environmental Science, Land Use Management, Civil Engineering Technology, Engineering, Architecture, Urban Planning, Landscape Architecture or a related field of study.
Must have a minimum of one (1) year experience in site plan and subdivision review, preferably in a public sector setting in Virginia. Some experience with performing, managing or regulating commercial site development projects is preferred.
Required to become certified by the Virginia Department of Conservation and Recreation (DCR) as an Erosion and Sediment Control Plan Reviewer within twelve (12) months of employment in this position.
Requires some working knowledge in the field of site development and in the accepted practices of municipal land development, permitting, zoning and building regulations. Requires skill in basic drafting and graphic illustration and the ability to fully comprehend civil drawings, engineers' reports and scientific studies to accomplish the primary duties associated with regulation of land disturbing activities. Familiarity with one or more specialized automated systems used in regulation of land us, development and code enforcement.
Ability to establish and maintain exceptional customer service while maintaining high standards of accuracy and efficiency in a timely manner; ability to communicate effectively both orally and in writing; ability to establish and maintain harmonious working relations with co-workers and a variety of internal and external customers; ability to foster effective public relations and work effectively with diverse groups; ability to investigate and respond to complaints; ability to make decisions and determinations which require a high level of initiative and independent judgment.
Must possess a valid driver's license and possess and maintain a satisfactory driving record based on the City's criteria. Must complete a criminal background check prior to any offer of employment or promotion.
An acceptable combination of experience and education may be considered in lieu of the specific requirements above.Performs duties under the general guidance and supervision of the Senior Site Plan & Subdivision Agent and the Community Development Department Deputy Director. This position requires independent judgment and critical thinking in accomplishing assigned duties within established guidelines. Works collaboratively with other Development Services Center personnel and other Community Development Department personnel. Requires the ability to function as a team member and work cooperatively and collaboratively to meet deadlines and effectively manage moderate to high levels of stress. May require use of personal vehicle for local travel and occasional attendance at meetings generally held after normal working hours. This is an exempt position.
Salary : $48,105 - $62,537
