The Zoning Administrator serves as the primary support staff to the Board of Zoning Appeals. The Zoning Administrator reports directly to the Director of Community Development. Supervisors and mentors a team of zoning officials.
Minimum Requirements
- Must possess a Bachelor's degree in Planning, Public Administration or closely related field accompanied by a minimum of 4 years of progressively responsible experience in land use planning, land development regulation and/or zoning administration.
- Experience shall include at least two (2) years of experience at a senior planner and/or zoning level in local government.
- A minimum of one (1) year of supervisory experience is preferred.
- Possession of American Institute of Certified Planners certification or Certified Zoning Administrator (CZA) designation through the Virginia Association of Zoning Officials (VAZO) preferred.
- If the Certified Zoning Administrator designation is not possessed, it shall be obtained within 18 months of employment.
- Any equivalent combination of experience and training which provides the required knowledge, skills, and abilities may be considered
- Must have a good working knowledge of the general principles, practices, and legal frameworks of municipal government and must be able to understand the broad context within which zoning decisions are rendered.
- A background check related to this position is required.
- Must possess a driver’s license and must have and maintain a satisfactory driving record based on the City of Hampton’s criteria.
- Must have the ability to facilitate solutions to complex issues. Requires the ability to set goals and objectives and monitor performance of the zoning administration function.
- Requires the ability to read and understand plans, codes, policies, procedures, technical reports and legal documents, and perform general math calculations.
- Requires the ability to write letters, memos, various types of reports, work programs, performance reviews, and presentations.
- Must be able to effectively and efficiently manage resources.

- This position is considered "Essential Personnel" in times of emergency or natural disaster, or at the direction of the City Manager.
- Any incumbent in this position must report to work on any assigned shift(s) despite emergency conditions or natural disaster conditions.
- This is an exempt position.
•Serves as a member of the Community Development Leadership Team
•Coordinates and oversees the preparation of staff recommendations to the Board of Zoning Appeals
•Prepares zoning interpretations.
•Leads and manages the work of the Zoning Administration staff under the general supervision of the Director of Community Development. Works collaboratively with the Planning Manager to provide guidance and training for the zoning administration staff. Ensures that staff within the zoning administration function are properly trained and certified to deliver professional services that are accurate, consistent, as well as prompt. Works closely with zoning enforcement staff to ensure accurate and consistent enforcement of the zoning ordinance.
•Works closely with the City Attorney's Office to insure the zoning ordinance is maintained in a state that is legally compliant with all applicable Federal, State, and local laws.
•Works closely with the the Planning Manager to ensure the zoning ordinance is maintained in good alignment with the goals and objectives in the Hampton comprehensive plan.
•Works closely to ensure proper and timely zoning review of plans and permits processed by the Development Services Center.
•Generates performance reports on a regular basis and provides these to Deputy Director and Director.
•Assigns the appropriate zoning staff resources to fulfill zoning responsibilities associated with zoning ordinance updates and amendments, development reviews, permit reviews, zoning interpretations as well as the preparation of reports and recommendations to various boards and commissions.
•Works with the Director, Deputy Director, City Attorney and the Planning Manager in formulating and policies and procedures relating to zoning matters.
•Maintains up-to-date standard operating procedures for the zoning administration function. Suggests and develops revisions to the zoning ordinance and other related codes and policies when necessary to improve effectiveness and service delivery.
•Collaborates with the Development Services Manager to ensure that all zoning review related to land development and permits is conducted in an accurate and timely manner.
•Advises the zoning enforcement team on matters of zoning interpretation.
•May be called upon to represent the department on zoning administration matters before various boards and commissions, community groups, business groups, and City Council.
•May serve as a project manager overseeing the work of outside consultants.
•Performs other related duties as assigned.
Salary : $78,069 - $140,523
