The City of Hanford is seeking to fill the vacancy of Environmental Compliance Analyst in the Utilities and Engineering Department - Wastewater Treatment Plant. Under general direction, this position performs in-plant process control and regulatory sampling. Inspects and monitors industrial, light industrial, multi-type commercial, and food service businesses to ensure compliance with city, state, and federal requirements, ordinances, and regulations related to the operation of the city's wastewater treatment facility and pretreatment program. This position develops, implements, and maintains in-plant and pretreatment program documentation and databases. Performs related responsibilities as required.
EXAMPLE OF DUTIES
Duties may include, but are not limited to, the following: Performs and interprets chemical, biochemical, biological, bacteriological, and physical analyses of samples related to the treatment and quality control of wastewater influent and effluent, following standard procedures and guidelines.Collects, transports, prepares, and preserves samples at various sites throughout the treatment plant and industrial sites.Prepares samples for analysis by commercial laboratories; ensures that test results are reviewed and reported.Analyzes and interprets laboratory results and communicates those results to the WWTP manager.Sets up, calibrates, operates, and performs minor maintenance and repair to various laboratory instruments and equipment.Assembles and records test data; prepares draft charts, graphs, and written reports.Cleans and maintains laboratory and field equipment.Maintains quality control and quality assurance and follows safe work procedures.Maintains accurate records of work performed and analysis results.Communicate with treatment plant staff regarding analysis results.Prepares standard chemical solutions and reagents; disposes of outdated materials safely; cleans glassware and equipment; and ensures that the laboratory is maintained in a clean and orderly condition.Assists in maintaining an inventory of laboratory supplies, chemicals, and equipment.Performs sample analysis on hauled waste companies to ensure compliance with local limits before discharge.Inspects and monitors a variety of commercial and industrial businesses to ensure compliance with city, state, and federal regulatory requirements regarding the composition and quantity of discharges to the wastewater collection system.Prepare court-admissible documentation of all inspection and monitoring activities.Collects field samples using proper procedures for sampling, sampling handling, chain of custody requirements, and laboratory or field analyses.Operates, calibrates, and troubleshoots equipment, including pH meters, conductivity meters, composite samplers, flow meters, and other instrumentation as required.Prepares necessary reports of industrial user activities required by various agencies.Troubleshoots sanitary and storm sewer collection system problems.Inspects manual, automatic, and in-ground grease interceptors at restaurants, schools, hospitals, and other food preparation establishments.Documents inspection activities include filing, completing forms/checklists, and entering information into the computer database.Prepares for inspections by scheduling visits, reviewing existing documentation, mapping locations, planning routes, researching codes, reviewing ordinances, reviewing blueprints, etc.Prepare and issue enforcement notices of noncompliance, track compliance progress, and report to supervisor.Interacts and communicates with various groups, individuals, store managers, and members of the general public, educating them on the City’s FOG program and how to follow appropriate best management practices (BMPs).Identify new owners/operators within the city service area subject to the applicable City codes.Investigate FOG-related complaints.Distribute and conduct education and outreach to businesses, clients, property owners, managers, and residents.Operates a vehicle and a variety of equipment, tools, and software.
