The City of Hanford Administration department is seeking to fill the position of Human Resources Technician in the Human Resources division. These technical-level duties involve varied human resources areas, such as recruitment and selection, compensation surveys, employee and labor relations, training and safety, and providing technical-level support to the Human Resources Manager and Human Resources/Risk Analysts.SUPERVISION RECEIVED AND EXERCISEDReceives general supervision from the Human Resources Manager and/or Human Resources/Risk Analysts.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following: Assist in employee recruitment and selection, including advertisement design, review of applications, establishing schedules, tracking applicant paperwork, and preparing and processing testing or interview materials.Prepare and process personnel action documents related to hiring new employees, resignations, retirements, terminations, and dismissals. Conduct new employee orientations and out-process procedures as necessary; prepare necessary documents.Perform duties and advise employees in all matters related to benefits administration, including advising new and existing employees on benefits-related matters and ensuring requested actions meet applicable policies and requirements. Assist with organizing and conducting annual benefits open enrollment and corresponding Wellness Program. Receive, review, verify, log, and process performance evaluation documents; audit such documents for completeness, accuracy, and compliance with rules and regulations.Prepare and process various human resources forms and reports, including maintaining logs and records, filing and monitoring forms, and compiling various statistics.Monitor leave of absence programs, ensuring legal compliance; review and analyze FMLA/CFRA applications; make recommendations and develop employer responses; interpret personnel policies and procedures regarding benefits and paid and unpaid time off options for employees; educate employees and supervisors on policy and legal compliance regarding leave of absences.Explain and interpret applicable state and federal laws, City of Hanford policies, procedures, and labor agreements for employees and the general public. Assist professional staff in performing and conducting studies, special projects, and administrative and technical functions regarding all aspects of human resources and risk management. Manage and maintain personnel records and files; complete forms requesting information on current and former employees.Attend and participate in professional meetings; stay current on human resources and risk management issues; proctor and provide employee development training. Ensure areas of responsibility comply with relevant federal and state laws, City personnel rules, memoranda of understanding, and applicable legislation.Using principles of good customer service, build and maintain positive working relationships with co-workers, other City employees, and the public.Foster an environment that embraces diversity, integrity, trust, and respect.Be an integral team player involving flexibility, cooperation, and communication.Perform related duties as assigned.

The application screening will involve a competitive evaluation of relevant education, training, and work experience, followed by a written examination and/or an interview before an Oral Board to identify the most qualified candidates. Meeting the minimum qualifications does not guarantee applicants an interview, and the screening committee's decision is final. Candidates deemed eligible for appointment to the position will be placed on the City’s Certified Eligibility List. Applicants will receive written notification regarding the results of all phases of the recruitment process leading up to the establishment of the Eligibility List, if applicable.
