Description
DISTINGUISHING FEATURES OF THE CLASS
The Information Technology Specialist is responsible for installing, maintaining, troubleshooting and upgrading computer hardware, software, personal computer networks, and peripheral equipment; assesses user training needs and trains users in effective use of applications; makes recommendations regarding hardware and software acquisitions; prepares documentation and provides user assistance to City staff. This role encompasses hardware and software management, network support, and multimedia equipment setup. This position is the go-to IT (MIS) expert for a diverse range of tasks, ensuring that all aspects of the city's information systems run smoothly and efficiently. Works with Information Technology Administrators to resolve technical problems for LAN/WAN services, including local and cloud backups, Law Enforcement Records Management System (LERMS), Netmotion VPN server, Avigilon (Internal Cameras Recording System), NICE (911 Recording system), Wasabi Cloud backup, and ESRI (GIS Map for CAD). Compliance with CJIS security standards for the Harlingen Police Department is ensured through LASO. Work is performed under the general supervision of the MIS Director.
ESSENTIAL DUTIES AND RESPONSIBILITIES

- Installs, configures and upgrades operating systems and software.
- Troubleshoots problems with computer systems, including hardware and software problems.
- Makes hardware and software acquisition recommendations.
- Trains users in the use of computer software, and hardware.
- Performs and logs backup routines for PC workstations and the LAN Servers.
- Responsible for LAN/WAN systems support.
- Maintains City Website information as needed.
- Maintains service request logs of work done on a daily basis.
- Installs and maintains network computers, network printers and other network peripherals.
- Maintains email server, email spam filter, internet web filter and time clock server.
- Installs and maintains wireless access points on city networks.
- Installs and maintains apple iPads, iPhones and smart phones for city users.
- Observes all safety regulations and communicates potential safety hazards.
- Performs hardware maintenance, including adding, removing, and upgrading components to optimize computer performance. This involves troubleshooting and ensuring all devices are in operational order.
- Installs and configures software on individual computers as required, ensuring that all software needs are met.
- Installs and configures printers, scanners, VOIP phones, and any necessary programming.
- Facilitates the transfer and setup of cell phones.
- Sets up audio and video equipment for meetings, including projectors, speakers, microphones, and more, for events like commission meetings.
- Physically carries and sets up computers, printers, monitors, and other hardware. This may involve relocating and reconfiguring equipment as needed.
- Provides additional hardware support, such as keyboards, mice, speakers, webcams, and more as required.
- Troubleshoots technical issues and ensures all IT systems are operational, offering comprehensive support for all IT-related inquiries.
- Offers comprehensive support for various IT devices, including computers, laptops, servers, network infrastructure, cell phones, and tablets.
- Maintains and updates the city's website content.
- Oversees the administration and maintenance of servers and phone systems. Manage security systems, including card access and cameras.
- Sets up and operates audio-visual equipment for various purposes.
- Performs basic network administration tasks.
- Handles miscellaneous IT requests and support, as well as the operation of a drone for specific needs.
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Additional Requirements:
- This position requires the use of personal or City vehicles for City business. Individuals must be physically capable of operating their vehicles safely, possess a valid driver’s license and have an acceptable driving record.
- Some positions will require the performance of other essential and marginal functions depending upon assignment.
SUPERVISION RECEIVED & EXERCISED
- Works under the direction of the MIS Director.
- This position has no supervisory responsibilities.
QUALIFICATION GUIDELINES
Knowledge of:
- Computer hardware, software and peripherals such as servers, monitors, cables, network systems, printers and modems, etc.
- Procedures for installing, configuring, upgrading, troubleshooting and repairing applicable software, hardware and peripherals.
- Principals, practices, hardware and software related to the establishment and maintenance of LAN’s.
- Techniques for explaining technical concepts and procedures to non-technical users.
Ability to:
- Install, configure and upgrade operating systems, software and hardware.
- Think analytically and be a problem solver.
- Troubleshoot and solve hardware and software problems.
- Train users on new or upgraded computer applications and hardware.
- Read, analyze and interpret technical documents and reports.
- Communicate effectively in the English language orally and in writing.
- Use initiative and independent judgement within the established guidelines and procedures.
- Work cooperatively with other City employees.
- Work safely without presenting a direct threat to self or others.
Education & Experience:
- Associate’s Degree or equivalent from a two-year college or technical school in computer maintenance; or related experience and /or training; or equivalent combination of education and experience.
Licenses, Certificates & Registrations:
- CompTIA Network Certificate, preferred.
- CompTIA Security Certificate, preferred.
- Valid Texas Driver’s License.
PHYSICAL REQUIREMENTS
The employee is regularly required to sit and use hands and fingers. The employee is occasionally required to lift and/or move up to 20 pounds. Specific vision abilities required by this job include close vision and ability to adjust focus.
