DISTINGUISHING FEATURES OF THE CLASS
The Parks Superintendent is responsible for planning, organizing and directing park development and park maintenance activities. Supervision is exercised over Parks Ground Supervisor and Parks Maintenance Staff. In addition to maintaining these outdoor spaces, will also play a critical role in coordinating and managing year-round special events. Responsibilities extend to collaborating with other city departments, including downtown development, Visit Harlingen, and the Chamber of Commerce. Work is performed independently and under the general direction of the Parks and Recreation Director. Performance is evaluated based on results achieved.
ESSENTIAL DUTIES AND RESPONSIBILITIES

- Plans, organizes and directs the work of crews engaged in park development and park maintenance activities.
- Oversees various maintenance and work activities on city facilities and with other City departments.
- Inspects parks, associated facilities, and City buildings to ensure proper care and maintenance, and makes recommendations for improvements.
- Collects, evaluates, and analyzes data and prepares reports and PowerPoints.
- Assists the Director with preparing budgets and budget requests and controls expenditures.
- Estimates material and labor cost figures for park construction and maintenance and is influential in landscaping designs for city and community projects.
- Presents ideas regarding parks activities before advisory boards, and civic group meetings.
- Coordinates with other department divisions and community organizations to assemble and promote City-wide special events.
- Recruits, selects and evaluates staff and conducts disciplinary action if necessary.
- Assists and supervises the planning and implementation of capital improvement projects.
- Acts on Director’s behalf by assignment or delegation in director’s absence.
- Enforces and promotes safety and risk management policies and strategies to maximize employee safety.
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
- Monitors and evaluates weekly and annual performance indicators to assure employee accountability and performance.
- Coordinates and prepares clean up and maintenance of park facilities in weather situations such as storms or hurricanes.
- Conducts regular site visits to parks, city-owned buildings, and event locations.
- Any other duties as deemed necessary by the Director.
Additional Requirements:
- Position requires the use of personal or City vehicles on City business. Individuals must be physically capable of operating vehicles safely, possess a valid driver's license and have an acceptable driving record.
- Some positions will require the performance of other essential and marginal functions depending upon assignment.
SUPERVISION RECEIVED & EXERCISED
- Works under the general direction of the Parks and Recreation Director.
- Exercises supervision over Parks Ground Supervisor and Parks Maintenance Staff.
QUALIFICATION GUIDELINES
Knowledge of:
- Principal and practices of development and operation of public parks including maintenance and capital improvements.
- Principles and practices of supervision and personnel administration.
- Municipal finance, budgeting, and control.
- Principal, methods, materials and practices used in parks maintenance and park management.
- Work performed in building trades.
- Occupational hazards and safety precautions.
Ability to:
- Perform a broad range of supervisory responsibilities over others.
- Communicate effectively in English both orally and in writing.
- Work cooperatively with the general public, boards, and other City employees.
- Use graphic instructions, such as blueprints, schematic drawings, layouts, or other visual aids.
- Work safely without presenting a direct threat to self or others.
- Effectively interpret departmental policies to employees and the public.
- Instruct others in a classroom setting.
Education & Experience:
- Bachelor’s degree from a four-year college or university preferred; or five (5) years of related experience and/or training; or equivalent combination of education and experience.
Licenses, Certificates & Registrations:
- TDA Pesticide (Non Commercial) License preferred.
- NPSI Playground Safety Inspector preferred.
- Valid Texas Driver’s License, Class “C”.
PHYSICAL REQUIREMENTS
The employee is frequently required to stand; walk; sit; and use hands and fingers. The employee is occasionally required to stoop; kneel; crouch and crawl. The employee must occasionally lift and/or move up to 20 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception and ability to adjust focus.
WORKING CONDITIONS
The employee is exposed to outdoor weather conditions and moving vehicle traffic. May work evenings, weekends and holidays. The noise level in the work environment is usually loud.
