DISTINGUISHING FEATURES OF THE CLASS
Under general direction of the Chief Building Official, the Permit Technician reviews, accepts, distributes, processes, documents and maintains departmental information, reports, plans, specifications, applications, permits and related inspections according to the established guidelines. The employee works with numerous records or forms, receives and prepares information for further processing or record keeping and performs critical tasks and explains procedures, related codes, and ordinances. The majority of the work involves receiving permit applications and reviewing them for correctness and for routing to the proper departments. The employee has constant contact with the public, which requires simple courtesies and the exercise of tact and diplomacy. The employee provides dependable clerical, typing, and data entry support and performs a variety of office tasks and reports information which may require research from different sources. The employee must be able to accurately process permit applications.
ESSENTIAL DUTIES AND RESPONSIBILITIES

- Talks with customers to determine their needs, and directs them to proper departments for assistance or consultation.
- Verifies that application and project information provided is complete and acceptable to include: (a) location of the structure on the lot, (b) setback requirements, (c) zoning and engineering requirements, and (d) identify the need for possible variances with the Zoning Board of Adjustments.
- Verifies the architect or engineer licensing where necessary.
- Verifies the contractor licensing where necessary.
- Performs basic residential and commercial review and is able to recognize basic building components on sets of plans.
- Recognizes content of standard sets of plans and engineered construction drawings and specifications.
- Processes documents for required approvals.
- Tracks permit status as necessary.
- Works with the city planners to determine if the property is properly subdivided or qualifies for an exemption.
Additional Requirements:
- Some positions will require the performance of other essential and marginal functions depending upon assignment.
SUPERVISION RECEIVED & EXERCISED
- General supervision is received from the Chief Building Official.
- This position has no supervisory responsibilities.
QUALIFICATION GUIDELINES
Knowledge of:
- Format and organization of correspondence, reports, and written directives.
- Modern office practices, procedures, and equipment.
- Municipal organization.
Ability to:
- Operate a typewriter, personal computer, word processor, and other common office machines.
- Act independently and logically to implement policies of supervisor.
- Compose correspondence from fragmentary instructions.
- Work cooperatively with other City employees and the public.
- Communicate orally, in the English language, with employees and the public in face-to-face one-on-one settings, in group settings, or using a telephone.
- Comprehend and make inferences from written material.
- Learn job-related material primarily through oral instruction and observation. This learning takes place mainly in an on-the-job training setting.
- Enter data or information into a terminal, PC or other keyboard device.
- Sort, separate, arrange, file or distribute incoming mail, materials in a prescribed manner.
- Produce written documents with clearly organized thought using proper sentence construction, punctuation, and grammar.
- Work safely without presenting a direct threat to self or others.
- Compiles and develops annual budget calculations for the division.
- Coordinates the records retention program for the division.
- Performs other related work activities and projects as assigned by the Chief Building Official or the department director.
Education & Experience:
- At least (1) year of college or technical school; or two (2) years of related experience and/or training; or equivalent combination of education and experience.
Licenses, Certificates & Registrations:
- None required.
PHYSICAL REQUIREMENTS
The employee is regularly required to sit; use hands to finger, handle, feel; reach with hands and arms; lift arms and reach above shoulder height to retrieve or place files or books; and bend or stoop to retrieve or place file or books. The employee must occasionally lift and /or move up to 20 pounds. Specific vision abilities required by this job include close vision and ability to adjust focus.
