DISTINGUISHING FEATURES OF THE CLASS

The Public Safety Communications Manager is responsible for overseeing all Communications Center activities which includes the E911 system as the primary Public Safety Answering Point (PSAP) that receives and adjudicates the community’s calls for police, fire, and medical assistance; operations of the Computer Aided Dispatch (CAD); and the False Alarm sections. Responsibilities include managing reports, conducting audits, maintaining employee schedules, and overseeing timesheets for payroll processing. Duties include various office and administrative tasks, attend meetings with different divisions within the agency, and ensure the maintenance of the building and equipment. Instructions are received from the Deputy Chief regarding policy and legal matters. The Communications Manager must have the ability to analyze situations quickly and respond with appropriate action within department guidelines. Briefs the Police Chief on exceptional incidents. The Communications Manager must exercise considerable independent judgment while their work will be reviewed by the Deputy Chief.



ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Supervises and monitors the activities of the 911 and Radio Shift supervisors.
  • Formulates and writes procedural changes.
  • Ensure that proficiency training and certification standards are maintained and filed for review.
  • Investigates and responds to citizens’ complaints.
  • Prepares and submits communication center activity, productivity and personnel reports to CPA.
  • Coordinates efforts between fire and Police departments to achieve best policies, procedures, and responses to public demands for the service provided by each department.
  • Maintains oversight of personnel schedules to ensure appropriate staffing levels for all shifts.
  • Maintains and updates all resource materials associated with emergency preparedness plans.
  • Prepares and manages the weekly report for COMPSTAT.
  • Assists with the planning and preparation of communication center budget and control expenditures allotted.
  • Assists in maintaining CAD, Nice Recording System, and other essential components as necessary for everyday operations.
  • Enforces safety regulations and investigates and reports on industrial accidents.
  • Recognizes or identifies the existence of work-related issues and thoroughly conceives new and innovative procedures of solutions to those problems.
  • Reviews and responds to emails.
  • Regularly checks and analyzes daily reports.
  • Monitors and validates employee timesheets.
  • Listens to and addresses internal and external complaints and concerns.
  • Performs various administrative duties.
  • Provides assistance and guidance to dispatchers.
  • Attends and actively participates in meetings.
  • Maintains the use of communication systems like Cell Phone Sally and 911 services.
  • Participates in the hiring process.
  • Regularly inspects and ensures the proper maintenance of the building and equipment.
  • Manages the ordering of supplies and uniforms.
  • Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

Additional Requirements:

  • Must be able to successfully complete a Terminal Agency Coordinator and Police Communications Operator Training Course.
  • Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, and shift.


SUPERVISION RECEIVED & EXERCISED

  • General supervision is received from the Deputy Chief.
  • Exercises supervision over Public Safety Communications Shift Supervisors.


QUALIFICATION GUIDELINES

Knowledge of:

  • Police Communication Systems.
  • Principles and practices of supervision and personnel administration.
  • CAD, NCIC, E911 systems, Teletype messages via the Texas Law Enforcement Telecommunications System, Nice Recording System, and telephone (rotary) operations.
  • Preferred experience in utilizing Tyler New World CAD, Motorola Radio Systems, Orion Mapping System and E911 Cassidian Systems.
  • Police objectives, policies and procedures, and Federal and State law enforcement agencies and their operations.
  • Principles and practices of supervision and personnel administration.
  • Municipal finance, budgeting, and control.
  • Adept at operating Microsoft Suite, must be proficient in Excel.


Ability to:

  • Perform a broad range of supervisory responsibilities over others.
  • Assign tasks, evaluate performance of Public Safety Communications Officer Supervisors, including commending good work and disciplining any behavior detrimental to the department.
  • Handle stressful citizen complaints appropriately.
  • Comprehend and make inferences from material written in the English language.
  • Produce written documents in English with clearly organized thoughts, using proper sentence construction, punctuation, and grammar.
  • Communicate in English over the phone.
  • Work safely without presenting a direct threat to self or others.


Education & Experience:

  • Bachelor’s degree from a four-year college or university; or five (5) years of related experience and/or training; or equivalent combination of education and experience.


Licenses, Certificates & Registrations:

  • Texas Law Enforcement Telecommunications System (TLETS) Certification.
  • Texas and National Crime Information Center Operations Certification (TCIC/NCIC) or must be obtained within first six months of employment.
  • Texas Commission on Law Enforcement (TCOLE) Intermediate Tele-communicator Certification.
  • CJIS Certification.
  • TDD/TTY.
  • Must be a U.S. Citizen.


PHYSICAL REQUIREMENTS

The employee is regularly required to sit and use hands and fingers. The employee is occasionally required to lift and/or move up to 20 pounds. Specific vision abilities required by this job include close vision and ability to adjust focus.


WORKING CONDITIONS

The noise level in the work environment is usually moderate.
