DISTINGUISHING FEATURES OF THE CLASS
The Streets Superintendent is responsible for managing the Streets Division of the Public Works Department. This position is responsible for the daily scheduling of employees, managing payroll, and overseeing the budget, handling incoming calls from concerned citizens, receiving daily job task reports, and compile weekly and monthly reports. The role involves regular meetings with the Public Works Director, participation in developer meetings, and engagement with planning and zoning. This role serves as the go-to person for staff, handling events, emergencies, and unforeseen challenges. The incumbent exercises considerable independence in working with division heads and managers of other City departments on problems relating to Public Works Streets activities. Work involves representing all major program areas of the department in liaison activities and coordinating special projects across divisions. Work assignments are broad in scope and require the use of independent judgment and initiative in making technical and managerial decisions of considerable difficulty. Work is performed under the general direction of the Public Works Director, and performance is evaluated through reports and conferences.
ESSENTIAL DUTIES AND RESPONSIBILITIES

- Plans, organizes and directs the activities of employees involved in Street Maintenance activities.
- Advises division heads on issues related to Public Works activities.
- Assists in the preparation of operating and capital budget estimates and prepares cost estimates on a variety of projects.
- Provides technical, mechanical and physical support for divisional and departmental operations.
- Reviews technical reports and budget estimates submitted by division heads.
- Directs and participates in management studies and analyzes programs and problems.
- Interacts with other City departments and represents the City when dealing with federal, state, county and local agencies.
- Participates in various interdepartmental project groups and special projects.
- Oversees the division’s safety and training programs.
- Recruits, selects and evaluates supervisory staff; provides technical guidance and support in decision-making.
- Acts on Director’s behalf by assignment or delegation in director’s absence.
- Interprets policy and provides staff direction on implementation of policies and procedures.
- Ensures ongoing operational risk management control, evaluation, communication, training, monitoring and documentation.
- Supervises and schedules a team of employees.
- Participates in meetings with the Public Works Director, developers, and planning and zoning officials to coordinate street-related projects and initiatives.
- Manages the budget for street maintenance and related activities.
- Addresses incoming calls and concerns from citizens and provide responsive and effective solutions.
- Orders and manages the procurement of materials.
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Additional Requirements:
- Some positions require the use of personal or City vehicles in City business. Individuals must be physically capable of operating vehicles safely, possess a valid driver's license and have an acceptable driving record.
- Some positions will require the performance of other essential and marginal functions depending upon assignment.
SUPERVISION RECEIVED & EXERCISED
- General direction is received from the Public Works Director.
- Exercises supervision over supervisory and technical staff.
QUALIFICATION GUIDELINES
Knowledge of:
- Methods, materials, and equipment utilized in street maintenance and construction operations.
- Principles and practices of civil engineering as applied to street construction, maintenance, and repair.
- Principles and practices of supervision, personnel administration and leadership skills.
- Federal, state, and local laws and regulations pertaining to City and Public Works Department operations.
Ability to:
- Perform a broad range of supervisory responsibilities over others.
- Evaluate technical information and statutes and arrive at valid recommendations based on the data.
- Communicate orally in the English language with customers, clients, and the public in a face-to-face, one-to-one setting.
- Work cooperatively with others.
- Produce technical and non-technical written documents in the English language with clearly organized thoughts with proper sentence construction, punctuation, and grammar.
- Comprehend and make inferences from materials written in the English language.
- Provide leadership in implementing City and department policies and programs.
- Work safely without presenting a direct threat to self of others.
Education & Experience:
- Bachelor’s degree from a four-year college or university; or five (5) years of related experience and/or training; or equivalent combination of education and experience.
Licenses, Certificates & Registrations:
- Valid Texas Commercial Driver License, Class “B”.
PHYSICAL REQUIREMENTS
The employee is regularly required to sit and use hands and fingers. The employee is occasionally required to lift and/or move up to 20 pounds. Specific vision abilities required by this job include close vision and ability to adjust focus.
WORKING CONDITIONS
The employee is occasionally exposed to moving vehicle traffic. The noise level in the work environment is usually moderate.
