COMPENSATION & BENEFITS
The City of Harrisburg offers a competitive annual salary range of $60,000.00 to $64,000.00 (commensurate with experience and qualifications). JOB TITLE

DEFINITION
This is a supervisory management position, responsible for overseeing, planning, scheduling and the maintenance of refuse collection and disposal activities of the City. Work is performed under the direct supervision of the Director and Deputy Director of Public Works. This is a Management, FLSA exempt position.
EQUIPMENT/JOB LOCATION
Work is performed at the Public Work Complex and throughout the City of Harrisburg. Work is performed inside and outside with occasional exposure to various types of hazardous conditions including extreme heat and cold, noise and vibrations, odors, dust, toxic conditions and poor ventilation. Work involves the use of various machines such as personal computer and printer, copy machine, fax machine, telephones and other technological devices as necessary or required. Duties typically are performed 5:00 AM to 2:30 PM on weekdays; however, some evening, weekend and holiday work may be required.
ESSENTIAL FUNCTIONS
Supervises general operations of sanitation crews engaged in refuse collection, recycling collection and related activities. The employee in this position must assign areas of work; is responsible for frequent inspections to assure that sanitation standards are being met; and maintain effective communications with supervisors and subordinates. Assists with the preparation of the budget, maintains records and prepares reports. Receives and investigates complaints of homeowners and merchants to obtain compliance with sanitation regulations. Assists with the daily record, monthly and annual reports. Enforces policies, procedures and rules. Prepares disciplinary action and payrolls. Maintains regular, punctual and predictable attendance. Reports to work and remains at work in a productive condition which includes not being under the influence or impaired by the use of alcohol and/or drugs. Establishes and maintains an effective working relationship with supervisors, co-workers and the general public. Completes all assignments in an efficient, consistent and timely manner.
NON-ESSENTIAL FUNCTIONS
Performs other reasonably related duties as required or assigned.
REQUIRED KNOWLEDGE SKILLS AND ABILITIES
- Knowledge of the operations of the Department of Public Works,
- Comprehensive Knowledge of sanitary garbage, refuse and recycling collection and disposal activities.
- Overall knowledge of Harrisburg City ordinances related to municipal waste and recycling, and collections.
- Ensures all employees are following proper safety rules and regulations
- Ability to establish and enforce operational disciplinary standards in various bureaus.
- Ability to instruct and assist staff in new and corrective steps with regard to operations.
- Ability to review operations, determine problems and solve problems in an organized manner.
- Ensures drivers complete daily pre-trip and post-trip checks, driver’s log.
- Knowledge of managerial practices.
- Ability to prepare clear, concise reports.
- Ability to establish and maintain effective communication and working relationships.
- Ensures the City is represented professionally and effectively to the Public.
- Ability to communicate effectively with the public.
