The City of Harrisburg is accepting applications for a Substation Manager – Community Policing in the Department of Public Safety – Bureau of Police. This is a non-supervisory civilian managerial administrative position responsible for the preparation and correlation of letters, memoranda, reports, and other documents. Engagement with the public via telephone communication and/or in person for the purpose of handling inquiries about police and city services. This includes directing persons to their destinations. This position works under the direct supervision of the Community Policing Supervisor. This is a management, FLSA-exempt position.

COMPENSATION & BENEFITS

The City of Harrisburg offers a competitive salary of $45,000.00. This full-time position also includes an excellent benefits package: defined pension plan, paid holidays, paid time off (vacation, sick and personal time) and health care benefits (medical, dental, prescription and vision).

JOB TITLE

Substation Manager – Community Policing

Department of Public Safety – Bureau of Police

GENERAL STATEMENT OF DUTIES

This is a non-supervisory civilian managerial administrative position responsible for the preparation and correlation of letters, memoranda, reports, and other documents. Engagement with the public via telephone communication and/or in person for the purpose of handling inquiries about police and city services. This includes directing persons to their destinations. This position works under the direct supervision of the Community Policing Supervisor. This is a management, FLSA-exempt position.

EQUIPMENT/JOB LOCATION

Work is performed at the Allison Hill Police Substation located at S15th and Drummond Street (313 S 15th St) and throughout the City of Harrisburg. Work involves the use of a variety of office equipment such as a computer, scanner, printer, copy machine, fax machine, telephone, and other technological and research devices. Duties are typically performed weekdays from 8:00 a.m. to 4:30 p.m.; however, employees may be required to work nights, weekends, and holidays.

ESSENTIAL FUNCTIONS

Work involves, but is not limited to the following: Performs varied administrative work, typing, and clerical duties, including operation of a personal computer and word processing equipment, doing related work as required. Types letters, memoranda, accounting and financial statements, lists, reports, statistical tabulations, and data; forms, technical reports, violation notices, and miscellaneous material. Enters data and/or documents into a computer system or records management system in a prompt and efficient manner. Operates all-in-one copiers and other office equipment. Takes in-person statements from witnesses, victims, and suspects directly on the computer, as necessary. Serves as a receptionist, answers the telephone, takes and forwards messages for the police bureau employees. Provides general information in response to public inquiries. Sorts, indexes, and files material alphabetically, numerically, and geographically. Reads and routes incoming mail and assembles files and other materials to facilitate replies by bureau members. Coordinates and participates in meetings, events, and other functions to support the Community Services Division mission. Prepares brief replies to inquiries. Receives and completes assignments and sets work priorities, coordinating them to meet deadlines in order to assure an efficient workflow throughout the agency in an efficient, consistent, and timely manner. Assembles a variety of data from office records for incorporation into various reports. Computer data entry for various systems within the City Government. Maintains regular, punctual, and predictable attendance. Reports to work and remains at work in a productive condition, which includes not being under the influence or impaired by the use of alcohol and/or drugs. Establishes and maintains an effective working relationship with supervisors, co-workers, and the general public.

NON-ESSENTIAL FUNCTIONS

Performs all other related work as assigned.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

  • Must possess interpersonal skills required to handle sensitive and confidential situations or information with considerable knowledge of office rules, regulations, and procedures.
  • Ability to input and retrieve data from computer systems.
  • Ability to gather and analyze pertinent facts, make thorough analysis, make judgments, make recommendations, and arrive at sound conclusions.
  • Ability to prepare reports and charts.
  • Proficient skills in the operation of a computer and Microsoft Office Suite (Microsoft Word, Excel, Outlook, PowerPoint, etc.).
  • Ability to learn/retain and understanding of police bureau’s organization, regulations, policies, operating procedures, and methods of operations.
  • Ability to read and understand materials concerning the law enforcement and criminal justice processes, as well as department and city rules and regulations.
  • Ability to read and understand Pennsylvania Civil laws, rules and regulations.
  • Good knowledge and ability to follow oral and written communications.
  • Ability to work independently and solve problems involving many variables.
  • Ability to make decisions based upon experience, giving attention to details.
  • Ability to handle potential exposure to highly sensitive, graphic, violent, and/or disturbing information, imagery, and discussions and keep the same confidential.
  • Ability to complete assignments in a timely fashion.
  • Ability to communicate tactfully, professionally, and effectively with others.
  • Ability to exercise discretion, use sound judgment, and act in a professional and courteous manner with the public, elected officials, department heads, and other employees.

QUALIFICATIONS

High school diploma or equivalent, plus two to three (3) years’ prior experience in an advanced secretarial or administrative position or five years of prior experience in an advanced secretarial position; or any equivalent combination of experience and training that provides the required knowledge, skills, and abilities. Ability to type (25) or more words per minute, with an accuracy rate of 85%. Preferred experience with a law enforcement agency. Preferred bilingual with the ability to read and write (Spanish). Must possess a valid Commonwealth of Pennsylvania Driver’s License, Class C, or equivalent. Ability to pass police-level background requirements.
