The City of Harrisburg is accepting applications for the position of Traffic Engineering Technician I in the Department of Engineering & Planning, Traffic Safety Office. This position is the entry level position involved in the installation, maintenance, and repair of overhead and underground cables used in either the City’s communication or traffic signal system and in the maintenance and repair of the City’s street lighting system. Work also involves installation and maintenance of street signs and movement markings. Work is performed under the general supervision of a technical superior. Assignments are stable in nature and are performed in accordance with standard trade practices and general work instructions. Employees have controlling responsibility for the installation and maintenance of work performed. The Traffic Engineering Technician I is an emergency worker and may be required to report to work during emergencies and/or severe weather conditions.

Applicants must possess a high school diploma, or equivalent, a valid Pennsylvania Driver’s License, Class C and must obtain IMSA Work Zone Safety Certificate within one (1) year of employment, contingent on employer providing reasonable opportunity for the required training within the one-year period.

COMPENSATION & BENEFITS

EQUIPMENT/JOB LOCATION

Work is performed in the Bureau of Traffic Engineering Facility and throughout the City of Harrisburg as necessary for repair and maintenance work. Work may involve the installation and maintenance of underground cables. Work involves knowledge and use of standard and special electrical tools such as voltmeters, ammeters, megger meters, signal generators and other electrical safety and maintenance equipment; hand tools such as brooms, ladders up to 40 ft., scaffolds up to 30 ft., rakes, shovels, hammers, wrenches, pipe wrenches, pipe benders, saws, screwdrivers, punches, chisels and occasional use of small power-operated tools such as drills, saws and grinders; chemicals and materials such as cleaning solvents, paint and paint cleaners, chlorine, polymers, acids, gases, fly ash, bottom ash and other hazardous or potentially hazardous chemicals and materials; safety equipment such as breathing apparatus, hard hat, eye protection, ear protection and other personal protection devices. Work also involves the use of a copier, blueprint copier and fax machine. Employee is subject to noise, vibration, fumes, odors, hazardous conditions, dust, poor ventilation in certain areas of the work environment and inclement weather. Some physical effort is required in climbing poles up to 100 ft., pulling slack from cable and removing street light mast arms. Duties typically are performed on weekdays from 7:30 a.m. to 4:00 p.m.; however, employees may work nights, weekends and holidays as required. This position is required to participate in the Bureaus rotating on-call program.

ESSENTIAL FUNCTIONS

Work involves but is not limited to the following assists in developing diagrams, materials lists, lighting level calculations, cost estimates, work schedules, underground layouts, pole line construction, and traffic signal timing patterns. Assists maintenance personnel in the repair and adjustment of solid state and other equipment under the operational control of the Bureau (see “Equipment/Job Location” tool list). Removes junction and terminal boxes, steps and other appurtenances. Installs junction and terminal boxes, steps and other appurtenances. Half-taps multiple conductor communication cable in junction boxes. Pulls slack from cable using snatch block. Trouble shoots traffic signal and streetlight system circuits by following schematic drawings. Locates trouble in overhead communication cable using test instruments such as voltmeter and milliammeter. Re-tapes wires in junction boxes and replaces cracked insulators to clear lines. Installs terminal and fuse strips. Strips poles of mast arms, light head and all connecting wires. Bolts new bracket and light head to poles. Taps street light wires to the electric company’s secondary power lines. Trouble shoots faulty streetlights using sand ballasts. Replaces alley light fixtures and aluminum light poles with new units. Digs holes to set traffic signal standard into ground. Climbs poles (up to 100 feet). Installs steps, chairs and other appurtenances to poles. Installs underground cables (5 feet in depth). Trims trees (up to 30 feet) interfering with overhead line facilities. Remains alert and reacts appropriately to audio alarms on vehicular equipment. Maintains regular, punctual and predictable attendance. Reports to work and remains at work in a productive condition which includes not being under the influence or impaired by the use of alcohol and/or drugs. Establishes and maintains an effective working relationship with supervisors, co-workers and the general public. Completes all assignments in an efficient, consistent and timely manner.

NON-ESSENTIAL FUNCTIONS

Performs other reasonably related duties in equal or lower classification as assigned by supervisory personnel. Performs work as directed by supervisors in accordance with Article XXX, Job Classifications Section 1 provision of the Basic Labor Agreement.

REQUIRED KNOWLEDGE AND ABILITIES

• Ability to understand and follow instructions.
• Good knowledge of the methods, practices, tools and equipment of the lineman trade.
• Good knowledge of the principles and theories of electricity.
• Good knowledge of the occupational hazards and standard safety precautions of the Lineman trade.
• Skill in the care and use of tools and testing devices of the lineman trade.
• Ability to install, maintain and repair overhead wire and to install underground cable.
• Ability to locate and determine causes of malfunctioning in overhead wire systems.
• Ability to work at considerable heights on electric and/or communication equipment.
• Ability to interpret and work from technical diagrams.
• Ability to react quickly and appropriately to alarms and hazardous situations.
