The Harrisonburg-Rockingham Emergency Communications Center's (HRECC's) Administrative Services Program Specialist is a full-time position with benefits and a preferred hiring range of $21.69 - $23.86 per hour (equivalent to $45,115 - $49,628 annually); however, an exact salary will be dependent upon the selected candidate's qualifications/experience and in compliance with City policy.
As the Administrative Services Program Specialist, you'll:
- Oversee and coordinate all aspects of the HRECC’s procurement and contract negotiations, including developing Requests for Proposals (RFPs) and Requests for Information (RFIs);
- Coordinate external contractor selection, work performance, change orders, and pay submittal/invoice processing in close cooperation with the assigned project team or division manager;
- Track and negotiate all contract renewals and make recommendations pertaining to terminations;
- Coordinate ongoing continuous improvement efforts for the HRECC’s administrative policies and procedures and identify program deficiencies, including proposing strategies for remediation;
- Provide department-level training pertaining to project procurement processes, liaising with the Department of Finance;
- Coordinate with operations and technology teams to develop and monitor the repair, maintenance, and inventory record systems;
- Manage the operations and maintenance program of HRECC equipment not assigned to a specific technology project/program manager, including but not limited to communication officer chairs, consoles, headsets, and facility equipment;
- Oversee the risk management program and functions within the HRECC, including coordinating with legal counsel, insurance representatives, and applicable City support departments;
- Collaborate with the Training & Quality Assurance Program Specialist and the Accreditation & Professional Standards Program Manager pertaining to the development, implementation, and delivery of training and policies related to administrative functions;
- Process, code, and record invoices;
- Provide assistance to the Director and leadership team related to the HRECC budget tracking, monitoring, expense analyses, and more;
- Identify, develop, and deploy improvements related to the financial processes of the HRECC;
- Manage assigned projects and regularly analyze business and administrative data for reporting to the HRECC leadership team, internal City departments, and/or external public safety partners;
- Maintain subject matter expertise related to system applications, including through periodically attending learning and development opportunities and staying updated on trade information and publications;
- Operate a City vehicle in the performance of duties;
- Perform other duties as assigned.

- An associate degree in business, finance, accounting, or public administration or an equivalent combination of education and experience. Considerable (3-5 years) experience providing administrative or business services support, project and contract management, procurement, data analyses, or similar work.
- Valid driver's license.
- Availability to occasionally work outside of normal business hours (Mondays - Fridays, 8:00am - 5:00pm) as business needs dictate.

- CJIS Security Training within six months of hire.
- An undergraduate (bachelor) degree in business, finance, accounting, or public administration.
- Experience in public safety communications.
- National Emergency Number Association (NENA) Emergency Number Professional (ENP) Certification.
- DMV record check;
- Criminal background investigation, including Criminal Justice Information Services (CJIS), Virginia Criminal Information Network (VCIN), and fingerprinting;
- Personal History Statement*.
- Felony conviction;
- Conviction of Class 1 or 2 misdemeanor, excluding those set forth in Title 46.2 of the Code of Virginia;
- Two or more D.U.I. offenses;
- Crimes characterized as involving moral turpitude (i.e., lying, cheating, or stealing) or gross misconduct (i.e., crimes against a person and crimes involving drugs or other controlled substances); and
- Other relevant criteria to this position.
