Vacancy is in the Planning Division of the Development Services DepartmentUnder general supervision, performs a range of professional planning work related to the development or modification of the City’s master plan or the administration of a redevelopment program. Conducts site plan and zoning reviews, performs research, synthesizes and analyzes data and studies, and assists with special planning and redevelopment projects. Manages multiple simultaneous short and long planning projects from beginning to end, in line with client expectations. Performs simple to complex site plan reviews, and acts as a liaison to residents, contractors, property owners etc. Prepares professional reports and makes presentations to land-use boards and commissions, which includes required evening meetings. Performs analysis of socio-economic, land use, transportation, or other key data, and synthesizes findings into memos, reports, and presentations. Conducts special research studies on urban land use, geography, zoning deficiencies, transportation matters, redevelopment plans or master plan implementations as directed. Prepares maps, planning reports, sketches, and renderings of limited or variable complexity. Acts as liaison between community groups, government agencies, developers, and elected officials in developing strategic plans to support the planning efforts within the City. Identifies community challenges, issues, and opportunities within the City that may be mitigated through community planning efforts. Recommends zoning updates as appropriate. Regularly reviews and studies appropriate federal, state, and local legislation that affects redevelopment and planning programs, rules or regulations. Performs related work as required.

This is a CHPEA Union position. The hours of this position are 40 per week.
The examination will consist of rating your training and experience as contained on your application. It may also include a written test, an oral test, or a combination thereof. All parts of the examination, including tests and ratings, will be related to the requirements of the position. The examination will be designed to measure the:

Knowledge of:
  • Modern principles and practices, technical legal issues and research methods of city planning.
  • Federal, state and local laws, policies, procedures, and regulations governing land-use planning and zoning. 
  • Development, land use and site plan reviews, including historic and wetlands review practices.
  • Zoning, wetlands and historic preservation. 
  • Modern office methods, practices, procedures and equipment, including computer hardware and software necessary for graphic presentations, mapping and database management.
Ability to:
  • Analyze, interpret, summarize, and present administrative and technical information and data in an effective manner and prepare clear and concise reports. 
  • Effectively perform simple to complex site plan review, with associated analysis and justifications as needed. 
  • Research, interpret and apply federal, state and local law, policies, procedures, laws and regulations. 
  • Recommend modifications or changes to local codes, ordinances and procedures to reflect best practices. 
  • Establish and maintain effective working relationships with City staff, government officials, outside agencies, contractors and the general public. 
  • Interact with a diverse population. 
  • Communicate effectively orally and in writing. 
  • To learn and perform a wide variety of simple to complex planning work with minimal supervision.
Open to all applicants who meet the following qualifications:

Graduation from an accredited college with major work in land use planning, urban studies, public or business administration, architecture, political science, sustainability, community development, law or a closely related field AND two (2) years of responsible professional experience in urban development or planning.

OR

An Associate's degree AND four (4) years of experience in land use planning.

Licenses; Certifications; Special Requirements:
Must possess and maintain a valid driver's license. 
American Institute of Certified Planners (AICP) certification preferred.

Physical Demands and Working Conditions:
Work is performed primarily in an office environment with travel to different sites. Incumbent may be required to work a flexible schedule including evenings and weekends.

If appointed, you will serve 3-12 months of probation. This examination and employment process is subject to all federal, state, and municipal laws, rules and regulations.
