What are the responsibilities and job description for the Accounting Clerk III- Cashier/Receptionist position at City of Havre de Grace?
DEFINITION:
Serves as an Accounting Clerk III; as such, the incumbent is primarily responsible for; receiving cash and credit card transactions live and on-line, greeting visitors and routing incoming telephone calls, and ensuring questions or concerns raised by citizens and vendors are followed through and thoroughly researched. Ensures the accurate recording of daily cash receipts in both cash and accounts receivable records and reconciles receipts to daily bank deposits. Answers calls, greets visitors and receives and records payments into the City’s accounting system.
ESSENTIAL FUNCTIONS/JOB TASKS: (Reasonable accommodations will be made to enable individuals with disabilities to perform the essential functions)
- Answers incoming calls and greets visitors to City Hall
- Answers/operates the main switchboard. Directs callers to the proper department/person and/or provides requested information based on knowledge of various processes and key points of contact. Ensures calls are handled promptly, especially in times of high volume
- Receives and records cash and credit payments for taxes, water and sewer bills, visitor center and other miscellaneous items
- Provides information on city, county and state programs and maintains government contact information for citizens
- Accurately maintains the cash drawer
- Reconciles daily cash receipts to bank deposit slips, credit card payment reports and direct deposit reports
- Performs liaison services with citizens regarding open account balances and historical transaction history through resolution of historical facts
- Performs due diligence with citizens on past due accounts and makes payment arrangements based upon criteria established by the Department Director
- Coordinates scheduling of events at the Community Center and ensures deposits are received in a timely manner.

Knowledge, Skills and abilities:
- Must have the ability to interact in a positive way with the public
- Ability to work with mathematical concepts such as probability and statistical inference
- Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists
- Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form
- Working knowledge of methods used to keep fiscal accounts and records
- Knowledge of business and government accounting principles
- Ability to operate a personal computer in a Windows operating environment, including functionality in Microsoft Word and Excel
- Ability to work as a member of a team
- While performing the duties of this job, the employee is regularly required to sit, use hands to type, handle, tools, or control, and communicate orally and in writing. The employee is frequently required to reach with their hands and arms. The employee is occasionally required to stand and walk.
- The employee must occasionally lift and/or move up to ten (10) pounds
Education and Experience:
- Associates Degree (A.A) in a business related field. Two (2) years' experience in pertinent accounting or finance may be substituted for each year of education.
- Experience in customer service and cash receipt processing
